Memorandum SANU, 1986

A GROUP OF ACADEMICS OF THE SERBIAN ACADEMY OF SCIENCES AND ARTS ABOUT THE  CURRENT SOCIAL ISSUES IN YUGOSLAVIA IN 1986

"A stoppage in societal development, economic difficulties, accumulated social tensions and open international conflicts are causing severe concern in our country. A serious crisis has affected not only the political and economic systems, but the entire public order of the state. These are everyday occurrences: sloth and irresponsibility at work, corruption and nepotism, the absence of rule of law, bureaucratic authoritarianism, disregard of law, growing distrust between people and ever more  unscrupulous individual and collective etatisms. A decay of moral values and reputation of the leading institutions in society, a lack of trust in the competences of decision-makers - are followed by apathy and bitterness of the people, the alienation of an individual from all holders and symbols of public order. An objective examination of the Yugoslav reality permits that the current crisis may result in social unrest with unpredictable consequences, including an outcome as catastrophic as the fall of the Yugoslav state."   
 

  

GRUPA AKADEMIKA SRPSKE AKADEMIJE NAUKA I UMETNOSTI O AKTUELNIM DRUŠTVENIM PITANJIMA U JUGOSLAVIJI 1986. GODINE:

"Zastoj u razvoju društva, ekonomske teškoće, narasle društvene napetosti i otvoreni međunarodni sukobi izazivaju duboku zabrinutost u našoj zemlji. Teška kriza je zahvatila ne samo politčcki i privredni sistem već i celokupni javni poredak zemlje. Svakodnevne su pojave : nerad i neodgovornost na poslu, korupcija i nepotizam, odsustvo pravne sigurnosti, birokratska samovolja, nepoštovanje zakona, rastuće nepoverenje među ljudima i sve bezobzirniji individualni i grupni etatizmi. Raspadanje moralnih vrednosti i ugleda vodećih
ustanova društva, nepoverenje u sposobnost onih koji donose odluke praćeni su apatijom i ogorčenjem naroda, otuđenjem čoveka od svih nosilaca i simbola javnog poretka. Objektivno ispitivanje jugoslovenske stvarnosti dopušta da se sadašnja kriza završi socijalnim potresima sa nesagledivim posledicama, ne isključujući ni tako katastrofalan ishod kao što je raspad jugoslovenske državne zajednice."
