Christopher Bennett Appointed as New Head of OHR Office in Banja Luka

The High Representative, Valentin Inzko, has appointed Christopher Michael Bennett as the new Head of the OHR office in Banja Luka. Mr. Bennett will take up his duties on July 27, 2009. He replaces Ivan Bušniak, who has been Head of OHR Banja Luka since September 1, 2007.

Mr. Bennett is an expert on Bosnia and Herzegovina, and has been engaged professionally in this region for more than a decade in total, including the period between June 2006 and September 2007, when he served as OHR Director of Communications. From May 2000 to June 2006, Mr. Bennett edited NATO Review; from 1996 to 1999 he was a political analyst and deputy director of the International Crisis Group, specializing in the Balkans.

Christopher Bennett speaks Bosnian/Serbian/Croatian, Slovenian, English and French fluently, and has a working knowledge of Spanish, German and Russian. He is married with two children.

Appointing Christopher Bennett to the position of Head of the OHR in Banja Luka, the High Representative expressed his gratitude and appreciation to Ivan Bušniak for the work he has done for the OHR and for the contribution he has made to the implementation of the Dayton Peace Agreement in Bosnia and Herzegovina.

DENIED JUSTICE: Individuals Lost in a Legal Maze 23 February 2000 (ICG)

EXECUTIVE SUMMARY Thousands of people try to find their way daily through an immensely complicated labyrinth established by the three separate and very often conflicting legal systems in Bosnia and Herzegovina (BiH). Evidence presented in this report, the third in the ICG legal project series, proves that unexplained time delays, dubious application of law and blatant ethnic discrimination contribute greatly to the ad hoc nature of Bosnian justice. This report scrutinises six individual cases of ethnic and political discrimination. Recommendations are presented to counteract the violations committed by judges and prosecutors in these cases and to ensure that such violations are prevented in the future, through the strengthening of the concept of rule of law and of judicial and prosecutorial independence. Data on the cases contained herein was provided by ICG partner organisations based throughout Bosnia and Herzegovina. All are Bosnian NGOs providing, inter alia, free legal aid to Bosnian citizens. Sa druge strane, na spisku ICG-a u mnogo reprezentativnijem sastavu zastupljen je Plavšićkin SNS, odakle se, osim nje, pominju Petko Èanèar, bivši ministar pravde u Dodikovoj vladi, Drago Ljubièiæ, poslanik SNS-a u Parlamentarnoj skupštini BiH, te Rajko Dukić, moćni gospodar Birča i glavi finansijer SNS-a. Dukić je čak priznao da bi zabrana SDS-a iz razloga koje prezentuje ICG "povukla zabranu rada i nekih drugih stranaka". "To ide cilju koji govori da je RS stvorena od terorističkih, zabranjenih stranaka, i samim tim dovodi u pitanje RS i njenu egzistenciju kao entiteta u BiH", kaže Dukić.
Ni Lyon u Dukićevoj analizi ne vidi ništa paranoièno. "U RS-u ne mogu ni priznati zločine, jer bi se tada ogolili temelji na kojima je entitet stvoren, naprosto, srušila bi im se koncepcija", kaže on optužujući RS da ne sarađuje sa Sudom za ratne zločine.
Saradnja sa Haagom Naravno, tu se otvaraju tri pitanja: prvo, ratni zločini i Haag; drugo, da li se SDS, kako tvrdi, reformisala ili njom još upravljaju ratni kadrovi; i, treće, koji su razlozi i ciljevi zahtjeva za zabranu SDS-a. Kada optužuje Sfor da nema entuzijazma za hapšenje osumnjièenih za zloèine ili kada konstatuje da RS ne saraðuje sa Tribunalom i da se u njoj o zloèinima i ne govori, Lyon zaboravlja nekoliko stvari. Prije svega, zašto Sfor uopšte treba da hapsi osumnjièene kada u RS-u postoji Vlada, koju stranci, malo je reæi, smatraju prijateljskom i kooperativnom?
