Ko sve strahuje od novih hapšenja: Do koga će Sky istraga stići?

Sve krenulo od privođenja Bojana Cvijetića, bivšeg savjetnika Dragana Mektića, Keljmendijeva grupa ostvarivala kontakte s osobama u pravosuđu, kako su tajni podaci OSA-e završili kod kriminalaca

 Hapšenje Roberta Radonjića, šefa ureda Obavještajno-sigurnosne agencije (OSA) u Banjoj Luci, ali i Nedeljka Lubure, glavnog inspektora MUP-a RS, izazvalo je pravu paniku u policijsko-tužilačkim redovima, ali i članovima narkomafije koji su koristili Sky aplikaciju, imali policijsku zaštitu i pri tome dogovarali trgovinu narkoticima!

Ozbiljni dokazi

Da Tužilaštvo BiH, koje je putem međunarodnih partnera, američkog FBI-ja i Europola dobilo podatke o članovima bh. narkomafije, ima ozbiljne dokaze, govori i podatak da su pohapšeni i pojedinci na rukovodećim pozicijama u policijskim agencijama, ali i njihovi pomagači.

No, ovo je tek vrh ledenog brijega. Pitanje je ko je sljedeći na redu i ko je od članova narkomafije još imao pomagače u policijskim, ali i pravosudnim krugovima.

Inače, klupko se počelo odmotavati hapšenjem Bojana Cvijetića, savjetnika Dragana Mektića, bivšeg ministra sigurnosti BiH. Cvijetićeva grupa švercovala je, prema navodima Tužilaštva, kokain iz Srbije i Crne Gore u BiH, a zatim zemlje EU, na čemu je u posljednje dvije godine zaradila više od 11 miliona KM.

Cvijetiću i članovima njegove narkogrupe do sada je blokirana imovina u vrijednosti od 10 miliona KM.

Vjeruje se da je uhapšeni Radonjić bio član Cvijetićeve grupe, kojem je dao i povjerljive podatke OSA-e koji su pronađeni u Cvijetićevom sefu nakon hapšenja.

Zajedno s Cvijetićem, koji je u kućnom pritvoru mjesecima, uhapšeni su i Aleksandar Nikolić te Petar Dukić, ali i pripadnici MUP-a RS. Do sada su zbog aplikacije Sky pala i dva granična policajca Vladan Kovačević i Miloš Lukajić. 

Ranije su uhapšena i dva pripadnika Direkcije za koordinaciju policijskih tijela BiH, koji se dovode u vezu sa švercom narkotika Miloš Nikolić i Miloš Popovac. Prema nalogu Tužilaštva, uhapšen je i sudija iz Bijeljine Jovan Savić, koji je kriminalcima dojavljivao informacije.

Osim toga, raspisane su brojne potjernice, među kojima su i one za ubicama i mafijašima poput Milivoja Lovrenovića Čaruge i njegovog sina Dušana, koji su osumnjičeni u predmetu “Storage”. I oni se dovode u vezu s Cvijetićem i njegovom ekipom.

Četiri policajca

Prije mjesec su pohapšeni i Elvis Keljmendi, Anel Sejfović i Ajlin Ahmić, koji su, također, koristili aplikaciju Sky, a bavili su se uvozom heroina i kokaina, na kojem su zarađivali stotine hiljada eura. Svi su putem ove aplikacije dogovarali brojne nezakonitosti.

Tužilaštvo je prije nekoliko dana na ročištu za produženje pritvora saopćilo da je Keljmendijeva grupa imala kontakte i sa zaposlenima u pravosuđu i policiji, što je sada poseban dio istrage.

Indikativno je, također, da su se više od deceniju krili pravi zaštitnici Keljmendija, a da Osman Mehmedagić, kao direktor OSA-e, ni Nasera ni Elvisa nikada nije želio proglasiti prijetnjom po nacionalnu sigurnost, što je isključiva nadležnost direktora.

 

Pripadnici SIPA-e nedavno su, također prema nalogu Tužilaštva BiH, uhapsili Milana Matkovića, jednog od najtraženijih narkodilera s Balkana koji je bio na potjernici, a uredno je živio u Trebinju i upravljao noćnim klubovima. I on je, vjeruje se, imao zaštitu u policiji.

Do sada su MUP-ovi RS i KS, ali i SIPA i FUP, prema nalogu Tužilaštva BiH, uhapsili više od 40 osoba koje se dovode u vezu s aplikacijom Sky.

Međutim, hapšenjem Radonjića i Lubure, koji su pritvoreni, počeo se stezati obruč oko nalogodavaca ovih krivičnih djela i onih koji su znali za ove nezakonite radnje, a nisu ih prijavili.

Sklonjena tužiteljica Kajmaković

Početkom prošle sedmice je odlukom v. d. glavnog tužioca Milanka Kajganića, koji je preuzimanjem ove funkcije pokazao novu snagu Tužilaštva BiH, tužiteljica Diana Kajmaković premještena s pozicije šefice Odjela za korupciju u Odjel za ratni zločin.

Prije toga Kajmaković je sklonjena iz tužilačkog tima koji je radio na Sky predmetima, s obzirom na to da su tokom komunikacije određene osobe spominjale njeno ime. Za sada nema dokaza da je Kajmaković direktno upletena u ovu aferu iako novinar Slobodan Vasković tvrdi drugačije.

Šta je otkrio Slobodan Vasković

Ugledni istraživački novinar Slobodan Vasković navodio je ranije u svojim tekstovima da će Cvijetić biti uhapšen i pritvoren. On je mjesecima prije hapšenja otkrivao njegove rabote. Osim toga, Vasković je najavio i hapšenje grupe Elvisa Keljmendija, ali i objavio poruke između njega i članova narkogrupe u kojima se spominje ime Osmana Mehmedagića Osmice, direktora OSA-e.

Vasković u svojim tekstovima mjesecima tvrdi da je Elvisu Keljmendiju šef Mehmedagić i da ga je Osmica godinama štitio od procesuiranja. Zanimljivo je da to direktor OSA-e još nije negirao.

Timom rukovodi Bojana Jolović

Na čelu tužilačkog tima koji radi na predmetima Sky aplikacije imenovana je nedavno tužiteljica Bojana Jolović. Ona je na ovoj poziciji zamijenila Kajmaković, koja je sklonjena iz tužilačkog tima i pod istragom je.

Jolović sada vodi tim od sedam tužilaca koji uspješno raskrinkava kriminalne grupe koje su putem Skya dogovarale šverc narkotika, oružja, ali i pripremale likvidacije.

Elvis Keljmendi: Zovite Osmicu

Elvis Keljmendi, kada su ga specijalci MUP-a hapsili zbog sumnje da je prijetio novinarima „Avaza“, glasno je pred svjedocima vikao: ”Pustite me, ja sam Osmicin čovjek, zovite Mehmedagića, morate me pustiti”, što se na kraju i dogodilo.

U Srbiji pao Belivuk, u Crnoj Gori Medenica

Dešifriranje aplikacije Sky dovelo je i do hapšenja u Srbiji i Crnoj Gori. Još lani je pohapšena grupa Velje Nevolje Belivuka, protiv kojeg je podignuta optužnica. Zbog veza s njim i Darkom Elezom mjesecima je bila pritvorena i bivša sekretarka MUP-a Srbije Dijana Hrkalović. Uhapšen je ponovo i Darko Šarić. U Crnoj Gori su pohapšene na desetine policajaca. U pritvoru je zbog Sky aplikacije i bivša predsjednica Vrhovnog suda Crne Gore Vesna Medenica.

Commenting on the fact that the Intelligence Service of Bosnia and Herzegovina (#OBA/ #OSA) was not the subject of the parliamentary oversight for over two years, the new chairman of the joint parliamentary commission for the oversight of intelligence services, Nermin Nikšić has stated that he does not believe that what happened during that period can be retroactively corrected.

Commenting on the problematic diploma of the present director of OBA/OSA, Osman Mehmedagić, Nikšić has stated that as the political party president he considers that this is absolutely unacceptable.

The members of the new joint commission for the oversight of intelligence services are: Safet Softić, Nenad Stevandić, Predrag Kožul, Nermin Nikšić, Mirko Šarović, Zlatan Begić, Asim Sarajlić, Nikola Špirić, Sredoje Nović, Bariša Čolak, Marina Pendeš and Munib Jusufović.

Nermin Nikšić /SDP/ imenovan je danas za predsjedavajućeg Zajedničke komisije za nadzor nad radom Obavještajno-bezbjednosne agencije BiH /OBA/, a Sredoje Nović /SNSD/ i Predrag Kožul /HDZ/ za zamjenike predsjedavajućeg.

Rukovodstvo Zajedničke komisije za nazdor nad radom OBA BiH imenovano je na današnjoj sjednici komisije u Sarajevu.

Nikšić je nakon sjednice rekao da će se prema planu i programu rada nastojati ostvariti kontrola i nazdor nad radom OBA BiH, s obzirom da ova zajednička komisija u prethodnom mandatu nije funkcionisala skoro dvije godine.

"Nastojaćemo da sve ono što je u nadležnosti i u mogućnosti ove komisije uradimo na transparentan način i da primjenjujemo sva zakonska ovlaštenja", rekao je Nikšić.

Kada je riječ o izboru novog direktora OBA BiH i problematičnoj fakultetskoj diplomi aktuelnog direktora Osmana Mehmedagića, Nikšić je rekao da kao predsjednik stranke smatra da je to apsolutno neprihvatljivo.

"Sa aspekta poslanika u Predstavničkom domu Parlamentarne skupštine BiH i predsjedavajućeg Zajedničke komisije za nadzor nad radom OBA BiH istakao bih da ćemo kao komisija donositi odluke i u našoj nadležnosti je davanje mišljenja i preporuka i kada je riječ o direktoru. Sve one afere koje su bile mene ne obavezuju uopšte, niti stav i mišljenje SBB-a i SDA da bih se morao prikloniti tome", rekao je Nikšić.

On je naglasio da će nastojati, bez ikakve potrebe za osvetničkom retorikom, da se poštuje zakon i zakonske procedure, te konačno raščistiti da li direktor OBA BiH, ima ili nema diplomu, te da li je validna ili ne.

Osvrćući se na činjenicu da OBA više od dvije godine nije imala parlamentarni nadzor s obzirom na nefunkcionisanje Komisije u prethodnom mandatu, Nikšić je rekao da ne vjeruje da bi se retroaktivno moglo ispravljati ono što je bilo u tom periodu.

"Treba da napravimo uvid u ono što je bilo i u ovom periodu kad mi stupamo na dužnost pratimo i u skladu sa zakonom intervenišemo, te pratimo zakonitost rada OBA BiH", rekao je Nikšić.

On je dodao da je jedan od 12 članova Zajedničke komisije, te da će u narednom periodu dogovoriti termin plan i program rada i zakazati narednu sjednicu komisije.

Zajedničku komisiji za nadzor nad radom OBA BiH čine Safet Softić, Nenad Stevandić, Predrag Kožul, Nermin Nikšić, Mirko Šarović, Zlatan Begić, Asim Sarajlić, Nikola Špirić, Sredoje Nović, Bariša Čolak, Marina Pendeš i Munib Jusufović.

To those of you who do not know me, my name is Julian Braithwaite and I am the new Chief Spokesman at the Office of the High Representative. I would like to begin with a readout of an interview that Paddy Ashdown has just given to Radio BiH1, part of which will be going out at 1800 hours this evening and the rest of it will be going out on Saturday. His main message was as follows and I can basically quote you what he said.

He said that last week was the easy part. He said it was easy to go around saying what Bosnia and Herzegovina needs to do to deliver better jobs for the people of this country and a better future for their children.

He said that the hard part will be making this happen. He said that for him that means very clear prioritisation.

He said that what the people in this country need is an effective and impartial judicial system, free from political control. He said that Bosnia and Herzegovina currently had a judicial system that delivers justice for the politicians but not for the people.

He said he was determined to accelerate the process of judicial reform. Yesterday, he said he had given an interview to RTRS and to Nezavisne Novine to underline his complete support for the judicial reform legislation imposed by his predecessor.

On Thursday, he will be attending the inaugural session of the State Court of Bosnia and Herzegovina and be giving it his full support as the Court that will hear the most high-profile cases of criminality and corruption.

In the interview he stressed one thing in particular. He said that we must have - all of us - zero tolerance for corruption. He said that there are allegations of corruption at all levels of government in this country, which in any other European country would already have led to resignations and full investigations.

He said nobody should be allowed to get away with robbing the people of this country of millions and millions of KM (Convertible Marks) of public funds. Money, he said, that should be going to education, healthcare, and pensions, is going into the private bank accounts of the powerful and politically well connected.

He then issued a challenge to the authorities of this country. He said if you want to be accepted into Europe, if you want to do the right thing for your people, you must pursue these cases without compromise and ensure that justice is done. He said that whether the cause is incompetence or corruption pure and simple, those responsible should pay the price.

Also in the interview, the new High Representative appealed to all the people of Bosnia and Herzegovina who need to register for the elections in October to do so by the deadline of 18 June. He said that this was particularly important because unless people voted and voted for change there would be no change.

On the Human Rights Chamber decision about the Palic case - you may have read that there was an article in Oslobodjenje at the weekend reporting that Mrs. Palic had written to Paddy Ashdown. The High Representative responding today to that letter and he believes that it is a disgrace that despite the 11 January 2001 decision of the Human Rights Chamber, a proper investigation has yet been carried out and those who abducted Colonel Palic have not yet been brought to justice. In his letter, he says that justice and the rule of law are the starting point, the essential requirement for a descent life for the people of Bosnia and Herzegovina and for progress in everything we do. He said that he would be taking this matter up with the authorities of the Republika Srpska and asking them why it is that a full investigation has not been completed and why it is that Mrs. Palic has not been told about what really happened to her husband. He says that he sees this as an important test case for the authorities of the Republika Srpska in terms of their implementation of the Human Rights Chamber decisions.

The OSCE Mission to Bosnia and Herzegovina, Council of Europe, European Commission and UNICEF, we are holding a press conference to launch a report on the Roma situation in Tuzla Canton. The present situation of Roma in Bosnia and Herzegovina is among the worst in Europe and the report identifies a number of problems as well as suggesting future steps. Tuzla was chosen since most Roma in Bosnia and Herzegovina live in the Canton and the report is a strong indicator of the situation in the country as a whole.

Ambassador Beecroft, Head of OSCE Mission to Bosnia and Herzegovina, Sonja Moser-Starrach, Special Representative of the Secretary General of Council of Europe in Bosnia and Herzegovina, Renzo Daviddi, Chargé d'affaires of the European Commission and Helena Eversole, Head of the UNICEF Office in Bosnia and Herzegovina, will make opening remarks at the press conference.

You are all invited to attend. We will have a press conference in Tuzla at the same time at 1200 hours at the OSCE Regional Centre in Tuzla where we will focus more specifically on the situation there.

I would just like to come in there and say that Paddy Ashdown thinks it is extremely important. He saw members of the Roma community in Bijeljina when he was there on Wednesday and he was shocked by the conditions in which they are living. Many of them are unable to get their homes back and are finding that they are just the bottom of the pile and the back of the queue on property returns.

Stefo Lehmann - UNMIBH

The UN Mission would like to clarify any misleading information regarding last week's decision by Federation Interior Minister Maslesa to remove the Federation Police Director, Dragan Lukac. As you may be aware, various stories were printed in today's newspapers. There was no misunderstandings or misinterpretations of the Federation Law on Internal Affairs, as some have claimed.

UNMIBH and the Office of the High Representative have repeatedly called on the Federation Government to adopt the necessary amendments and finally pass the Law on Internal Affairs. Among other things, the adoption of the law would create an Independent Selection and Review Board (ISRB) which would act as an independent and transparent mechanism to select Police Commissioner candidates and/or to recommend their removal.

Unfortunately, this law has not yet been adopted. As a result, this Board has not yet been established. Therefore, pending the adoption of the law, any decision on the appointment or removal of the Federation (or Republika Srpska) Police Commissioner will have to be taken in consultation with the UN and the Office of the High Representative. This is not a case of misunderstanding. I want to emphasise this is clearly a case of Minister Maslesa attempting to exert political pressure on the police forces. This will not be tolerated, not by the UN, not by the Office of the High Representative and, in fact, as you understand the entire concept behind the Police Commissioner project is to separate the police from politics and political influence.

After conducting a comprehensive review of the acts and omissions of various police officers serving with the police forces in Bosnia and Herzegovina, the former IPTF Commissioner, Vincent Coeurderoy, decided to withdraw…(indecipherable). We announce these about ten days after the decision has actually been taken to prevent the officers being de-authorised from hearing about it through the media and not directly through the letter. So the decision was made 20 May to remove the provisional authorisation to exercise police powers from four additional officers.

I have the names here. I will not go into the details, however, if you need the details please call me and I will provide them to you. The provisional authorisation was removed - three from Tuzla and one from Foca/Srbinje - after determining that the officers engaged in various types of misconduct, including excessive use of force, neglect of duty, and giving false statements during investigations.

Removal of provisional authorisation in no way precludes the obligation of the respective Ministries of Interior from taking their own appropriate internal disciplinary action, in addition to necessary criminal investigations as required by the law.

The Commissioner's decision is effective immediately and prevents these officers, as you know, from participating in any aspect of police work anywhere in Bosnia and Herzegovina, either now or in the future and by the way this brings the total number of de-authorised officers to 161 since 1999. 37 of these have been de-authorised for their wartime background.

I would finally like to emphasise that these de-authorisations are part of an ongoing process to get rid of bad police officers and, more importantly, to increase the confidence that the citizens have in their police forces.

Could I just say that the Office of the High Representative obviously fully supports UNMIBH position regarding the statements made yesterday by the Federation Ministry of Interior?

Lieutenant General John B. Sylvester, the Commander of SFOR, fully endorses the recent remarks of High Representative Paddy Ashdown regarding the need for all eligible voters of Bosnia and Herzegovina to register their vote.

As Mr. Ashdown pointed out, two weeks from today - 18 June - is the deadline for voter registration.

SFOR is taking up no role in this election and the current election campaign, and of course, it is not about to take sides or urge a vote for any particular party or candidate. But SFOR does think it is essential that eligible citizens exercise their right to vote.

And the first step is to register.

Q Zlejko Tica / RTV FBiH - Have you finished your investigation with regard to the Republika Srpska Army?
A SFOR - Okay, you are asking about the case from several weeks ago concerning the electronic monitoring by the VRS? The investigation is continuing; at last Thursday's news conference we suggested that it would be approximately two weeks before we had a final report on what we had found. So, the investigation continues. There have been some good developments and we are following those but we will have to wait another week or so before we can announce anything.

Q Zlejko Tica / RTV FBiH - Are you familiar with the investigation in Travnik?
A UNMIBH - Yes, that was an investigation as you know conducted and co-ordinated by the Federation Minister of Interior based on information that they obtained. I would have to refer you to them. They know the information that they want to give out and if there is any additional information then you should contact them directly.
A OHR - I think that the Office of the High Representative would just like to say that we obviously welcome this action and we very much looking forward to a swift and thorough investigation.

Q Viola Gienger / Cox Newspapers - I am curious, what happens to de-authorised police officers? There are 161 of them wandering around out there, what are they doing? Does anybody know?
A UNMIBH - There are going to be many more in the coming weeks.

Q Viola Gienger / Cox Newspapers - Is the community safe?
A UNMIBH - Wel,l these are police officers, they are not necessarily criminals. Yes, the community is safe. But one of the concerns we have had in the past is that these de-authorised police officers are then re-hired or the Ministry attempts to re-hire them in a civilian capacity which would take them outside the purview of the Police Commissioner. This has been the case in various instances around the country. We have uncovered various of these incidents and we have corrected them, however, we believe that it tends to be a trend for many of these de-authorised police officers to be offered employment in a civilian capacity within that Ministry or within any other Ministry. Working in any other Ministry would be in compliance within the law, however, employment with the Ministry of Interior would not be. So, we have to ensure that they are not, in fact, offered positions in the civilian capacity with the Ministry of Interior.

On Thursday, he will be attending the inaugural session of the State Court of Bosnia and Herzegovina and be giving it his full support as the Court that will hear the most high-profile cases of criminality and corruption.

In the interview he stressed one thing in particular. He said that we must have - all of us - zero tolerance for corruption. He said that there are allegations of corruption at all levels of government in this country, which in any other European country would already have led to resignations and full investigations.

He said nobody should be allowed to get away with robbing the people of this country of millions and millions of KM (Convertible Marks) of public funds. Money, he said, that should be going to education, healthcare, and pensions, is going into the private bank accounts of the powerful and politically well connected.

He then issued a challenge to the authorities of this country. He said if you want to be accepted into Europe, if you want to do the right thing for your people, you must pursue these cases without compromise and ensure that justice is done. He said that whether the cause is incompetence or corruption pure and simple, those responsible should pay the price.

Also in the interview, the new High Representative appealed to all the people of Bosnia and Herzegovina who need to register for the elections in October to do so by the deadline of 18 June. He said that this was particularly important because unless people voted and voted for change there would be no change.

On the Human Rights Chamber decision about the Palic case - you may have read that there was an article in Oslobodjenje at the weekend reporting that Mrs. Palic had written to Paddy Ashdown. The High Representative responding today to that letter and he believes that it is a disgrace that despite the 11 January 2001 decision of the Human Rights Chamber, a proper investigation has yet been carried out and those who abducted Colonel Palic have not yet been brought to justice. In his letter, he says that justice and the rule of law are the starting point, the essential requirement for a descent life for the people of Bosnia and Herzegovina and for progress in everything we do. He said that he would be taking this matter up with the authorities of the Republika Srpska and asking them why it is that a full investigation has not been completed and why it is that Mrs. Palic has not been told about what really happened to her husband. He says that he sees this as an important test case for the authorities of the Republika Srpska in terms of their implementation of the Human Rights Chamber decisions.

The OSCE Mission to Bosnia and Herzegovina, Council of Europe, European Commission and UNICEF, we are holding a press conference to launch a report on the Roma situation in Tuzla Canton. The present situation of Roma in Bosnia and Herzegovina is among the worst in Europe and the report identifies a number of problems as well as suggesting future steps. Tuzla was chosen since most Roma in Bosnia and Herzegovina live in the Canton and the report is a strong indicator of the situation in the country as a whole.

Ambassador Beecroft, Head of OSCE Mission to Bosnia and Herzegovina, Sonja Moser-Starrach, Special Representative of the Secretary General of Council of Europe in Bosnia and Herzegovina, Renzo Daviddi, Chargé d'affaires of the European Commission and Helena Eversole, Head of the UNICEF Office in Bosnia and Herzegovina, will make opening remarks at the press conference.

I would just like to come in there and say that Paddy Ashdown thinks it is extremely important. He saw members of the Roma community in Bijeljina when he was there on Wednesday and he was shocked by the conditions in which they are living. Many of them are unable to get their homes back and are finding that they are just the bottom of the pile and the back of the queue on property returns.

The UN Mission would like to clarify any misleading information regarding last week's decision by Federation Interior Minister Maslesa to remove the Federation Police Director, Dragan Lukac. As you may be aware, various stories were printed in today's newspapers. There was no misunderstandings or misinterpretations of the Federation Law on Internal Affairs, as some have claimed.

UNMIBH and the Office of the High Representative have repeatedly called on the Federation Government to adopt the necessary amendments and finally pass the Law on Internal Affairs. Among other things, the adoption of the law would create an Independent Selection and Review Board (ISRB) which would act as an independent and transparent mechanism to select Police Commissioner candidates and/or to recommend their removal.

Unfortunately, this law has not yet been adopted. As a result, this Board has not yet been established. Therefore, pending the adoption of the law, any decision on the appointment or removal of the Federation (or Republika Srpska) Police Commissioner will have to be taken in consultation with the UN and the Office of the High Representative. This is not a case of misunderstanding. I want to emphasise this is clearly a case of Minister Maslesa attempting to exert political pressure on the police forces. This will not be tolerated, not by the UN, not by the Office of the High Representative and, in fact, as you understand the entire concept behind the Police Commissioner project is to separate the police from politics and political influence.

After conducting a comprehensive review of the acts and omissions of various police officers serving with the police forces in Bosnia and Herzegovina, the former IPTF Commissioner, Vincent Coeurderoy, decided to withdraw…(indecipherable). We announce these about ten days after the decision has actually been taken to prevent the officers being de-authorised from hearing about it through the media and not directly through the letter. So the decision was made 20 May to remove the provisional authorisation to exercise police powers from four additional officers.

I have the names here. I will not go into the details, however, if you need the details please call me and I will provide them to you. The provisional authorisation was removed - three from Tuzla and one from Foca/Srbinje - after determining that the officers engaged in various types of misconduct, including excessive use of force, neglect of duty, and giving false statements during investigations.

Removal of provisional authorisation in no way precludes the obligation of the respective Ministries of Interior from taking their own appropriate internal disciplinary action, in addition to necessary criminal investigations as required by the law.

The Commissioner's decision is effective immediately and prevents these officers, as you know, from participating in any aspect of police work anywhere in Bosnia and Herzegovina, either now or in the future and by the way this brings the total number of de-authorised officers to 161 since 1999. 37 of these have been de-authorised for their wartime background.

I would finally like to emphasise that these de-authorisations are part of an ongoing process to get rid of bad police officers and, more importantly, to increase the confidence that the citizens have in their police forces.

Lieutenant General John B. Sylvester, the Commander of SFOR, fully endorses the recent remarks of High Representative Paddy Ashdown regarding the need for all eligible voters of Bosnia and Herzegovina to register their vote.

As Mr. Ashdown pointed out, two weeks from today - 18 June - is the deadline for voter registration.

SFOR is taking up no role in this election and the current election campaign, and of course, it is not about to take sides or urge a vote for any particular party or candidate. But SFOR does think it is essential that eligible citizens exercise their right to vote.

And the first step is to register.

Q Zlejko Tica / RTV FBiH - Have you finished your investigation with regard to the Republika Srpska Army?
A SFOR - Okay, you are asking about the case from several weeks ago concerning the electronic monitoring by the VRS? The investigation is continuing; at last Thursday's news conference we suggested that it would be approximately two weeks before we had a final report on what we had found. So, the investigation continues. There have been some good developments and we are following those but we will have to wait another week or so before we can announce anything.

Q Zlejko Tica / RTV FBiH - Are you familiar with the investigation in Travnik?
A UNMIBH - Yes, that was an investigation as you know conducted and co-ordinated by the Federation Minister of Interior based on information that they obtained. I would have to refer you to them. They know the information that they want to give out and if there is any additional information then you should contact them directly.
A OHR - I think that the Office of the High Representative would just like to say that we obviously welcome this action and we very much looking forward to a swift and thorough investigation.

Q Viola Gienger / Cox Newspapers - I am curious, what happens to de-authorised police officers? There are 161 of them wandering around out there, what are they doing? Does anybody know?
A UNMIBH - There are going to be many more in the coming weeks.

Q Viola Gienger / Cox Newspapers - Is the community safe?
A UNMIBH - Wel,l these are police officers, they are not necessarily criminals. Yes, the community is safe. But one of the concerns we have had in the past is that these de-authorised police officers are then re-hired or the Ministry attempts to re-hire them in a civilian capacity which would take them outside the purview of the Police Commissioner. This has been the case in various instances around the country. We have uncovered various of these incidents and we have corrected them, however, we believe that it tends to be a trend for many of these de-authorised police officers to be offered employment in a civilian capacity within that Ministry or within any other Ministry. Working in any other Ministry would be in compliance within the law, however, employment with the Ministry of Interior would not be. So, we have to ensure that they are not, in fact, offered positions in the civilian capacity with the Ministry of Interior.

Ms Vibeke Lilloe, Ambassador of the Kingdom of Norway to BiH. The presenters included the President of the International Association of Women Police Officers (IAWP), Ms Jane Townsley; representative of the European Network of Policewomen, Ms Anita Wieman-Hesterman; Ms Bojana Balon, WPON Project Manager (UNDP/SEESAC) and Ms Sanja Sumonja, WPON Executive Committee Chairwoman and member of the RS WPON.                 The national Republic of Srpska Ministry of Interior Women Network – RS WPON was officially registered on May 31, 2011, with the basic aim of promoting and applying gender equality, strategic approach to the employment of women in the police, education, training, career development and promotion of the work results of the female members of our Ministry. By establishing this network, the RS Ministry of Interior has become the first Ministry in the region to create this form of association, and based on the initiative of SEPCA (Southeast Europe Police Chiefs Association) to establish Women Police Officers Network in Southeast Europe – WPON.                 The Guidelines for Gender Sensitive Policing with an Emphasis on Recruitment, Selection and Professional Development of Women in Police Services were presented at the Conference. The Guidelines, developed by the WPON Working Group, were designed to outline concrete and simple steps that can help better integration of women in the police services.                 The meeting was also an opportunity to present activities of the RS WPON since its establishment through reports on awareness raising campaigns, capacity development, training and advocacy for gender equality in policing. Obavještajni sektor u Bosni i Hercegovini, slikovito nam je jučer na sjednici Zastupničkog doma Parlamentarne skupštine BiH opisao Nikola Špirić, kao "vreća buha" koje negdje moraju da grickaju, peckaju i da ujedaju. 

Da je Špirić stručnjak za etnomologiju, do jučer nismo znali, ali je od ranije poznato da je vrstan poznavatelj prilika u bosanskohercegovačkom obavještajnom i paraobavještajnom sektoru. Jedna od "obavještajnih buha", kako ih je Špirić nazvao,zove se Aleksandar Špirić. Uposlenik je Obavještajno-sigurnosne agencije (OSA) BiH i sin je Nikole Špirića.

Prije nego što je postao obavještajna buha, mlađi Špirić je kao student upravljao kadrovskom politikom Ekonomskog fakulteta Univerziteta u Banjoj Luci. Profesori kojima prezime Špirić nije bilo dovoljno barem za "šesticu" u Aleksandrovom indeksu su nagrađivani otkazima. Ta je sudbina zadesila banjalučkog profesora Ratka Kraravušića. Iako je od njega zatraženo da "bude blagonaklon prema studentu Špiriću", ovaj je to odbio, što je označilo i kraj njegove karijere na Ekonomskom fakultetu. "Šestice" u indeksu su studentu Špiriću bile prihvatljive, dok, kada su automobili u pitanju, nije dolazilo u obzir ništa ispod "osmice" pa je junior studentske dane kratio brzom vožnjom u svom luksuznom Audiju A8.

U vreću buha je mlađi Špirić upao nedugo nakon okončanja studija. Zaposlen je, uprkos izostanku potrebnih kvalifikacija, u banjalučkom uredu OSA-e. U imovinskom kartonu iz 2010. godine njegov je otac naveo da Aleksandrova mjesečna primanja iznose 3.600 KM mjesečno. Nije loše za prvo radno iskustvo. Pored solidnih sinovih primanja, novitet u Špirićevom imovinskom kartonu iz 2010. godine je, za razliku od četiri godine starijeg kartona, bio i Aleksandrov 150.000 KM vrijedan stan u Beogradu.

Pobrinuo se brižni otac da beogradski stan ne ostane prazan. Pri trgovini za raspodjelu mjesta u Vijeću ministara 2012. godine je, pored pozicije ministra finansija i trezora za sebe, Špirić za sina uspio isposlovati poziciju prvog sekretara Ambasade BiH u Srbiji. Zahvaljujući potpisanom protokolu između BiH i Srbije, prema kojem obavještajci jedne zemlje mogu raditi u diplomatsko-konzularnim predstavništvima u drugoj državi, Akeksandar Špirić se preselio u Beograd.

Iako je promijenio prebivalište, nije promijenio navike, poput sklonosti ka brzoj vožnji. U jednoj takvoj je 2014. godine uspio uništiti službeni automobil Ambasade BiH.

Ostavio je dubok trag obavještajac Špirić i na beogradskim splavovima, koji ga pamte po bahatosti i incidentima u kojima je učestvovao. Sinova obavještajna i diplomatska karijera nije spriječila oca Nikolu da se "progura" na mjesto predsjedavajućeg Zajedničke komisije za nadzor nad radom OSA-e, iako je i više nego očigledno da se radilo o sukobu interesa.

Sa te je pozicije tek nedavno smijenjen i to ne zbog sukoba interesa već zbog falsificiranja dokumenta Zajedničke komisije, kojeg je Špirić sročio, potpisao i bez znanja svojih kolega poslao OSA-i. Bio je to još jedan pokušaj diskreditiranja ove Agencije, nakon što prethodni sa izmišljenom aferom "Ušće" nije urodio plodom.

Mnogo zna, ne sumnjamo, Nikola Špirić i o paraobavještajnim službama u BiH. Jednom takvom rukovodi Risto Zarić, nekadašnji zamjenik direktora OSA-e, čiji je vozač Dragan Savić ukrao dokument OSA-e i dostavio ga "anonimno" Nenadu Stevandiću, zastupniku u Narodnoj skupštini RS-a i članu uže porodice Nikole Špirića. Mogao bi nešto Špirić reći i o ilegalnom prisluškivanju, ali ne onom kojeg pripisuje OSA-i, već prisluškivanju zvaničnika Saveza za promjene mobilnim prislušnim uređajima za potrebe njegovog SNSD-a.

To nije spriječilo Špirića da, nekoliko dana nakon što je golišavim fotografijama oplemenio vremensku prognozu RTRS-a, upozorava na pogubnost djelovanja paraobavještajnih službi po odnose sa Srbijom i Hrvatskom.

- Obavještajni sektor mora biti u funkciji politike koja zagovara dobrosusjedske odnose. Ovo što se dešava je kontra pravac od toga – kazao je Špirić.

S obzirom da se zna koje političke opcije u BiH su "prvaci" u gajenju dobrosusjedskih odnosa i zastupanju interesa Srbije i Hrvatske u našoj zemlji, Špirić je, sasvim slučajno, priznao namjeru da se OSA mora staviti u funkciju SNSD-a i HDZ-a, što je zapravo pozadina višemjesečnih nasrtaja na rad te Agencije.
