For the planning and implementation of any programmatic actions within the sphere of human rights, they are key staff that influence the quality of analysis and possibilities for informed and appropriate actions taken by the Human Rights Project. TASK AND RESPONSIBILITIES: Analyses legal issues on human rights, as indicated by the supervisor or relevant advisers of the Human Rights Project, including, civil law (substantive and procedural), administrative law, laws on social protection, antidiscrimination and national human rights institutions, as well as Annex 7 related legal and policy framework and relevant court decisions; Reviews domestic legislation and advises on compliance with international human rights standards; Provides oral and written feedback and analysis on diverse human rights issues following the requests made by the Human Rights Officers and other members of the Human Rights Team in the field, including advice on individual cases; Meets with various international and domestic organizations and institutions and represents the Mission’s position. Such meetings also serve to inform other organisations of the Mission’s activities and ensure appropriate coordination with other organisations as necessary; Performs other related duties, as required. MINIMUM QUALIFICATIONS: University Degree in Law (LLB), preferably with Bar Examination passed; Minimum of 5 years professional experience in domestic legal system, including experience in human rights work. Džonatan Mur: Članstvo u NATO donosi sigurnost i ekonomski razvoj

Džonatan Mur: Članstvo u NATO donosi sigurnost i ekonomski razvoj Crna Gora je snažan kandidat za članstvo u NATO jer je ispunila većinu zadatih obaveza. Odluka o pozivnici zavisiće međutim prvenstvo o situaciji na globalnoj sceni, kažeu razgovoru za dnevnik bivši šef odjeljenja za Balkan pri State Department Džonatan Mur. Članstvo naše države u alijansi bi, naglašava Mur, bio veliki korak ka stabilnijem regionu. Pored sigurnosti biti dio NATO-a znači i ekonomski prosperitet, naglašava amaerički diplomata. Malo je boljih poznavalaca u regionu od Džonatana Mura bivšeg direktora odjeljenja za Balkan pri State Departmentu danas šefa misije OEBS-a u Bosni i Hercegovini. U razgovoru za dnevnik američki diplomata kaže da Crnu Goru uvijek navodi kao dobar primjer državama koje sprema istim ciljevima, članstvu u NATO i EU. Naglašava i to Mur da smo jedini pred vratima NATO-a, a članstvo bi kaže bilo veliki doprinos stabilnosti regiona. U fokusu je situacija u Ukrajini kojom su države članice preokupirane. Crna Gora treba da bude zaštićena kao dio alijanse i to je još jedna obaveza." Sigurnost je dakle imperativa, odmah nakon toga novi investitori. To su, naglašava Mur, benefiti članstva u NATO. Navodi primjer Albanije.     Komisija za ostvarivanje ravnopravnosti spolova Predstavničkog doma Parlamentarne skupštine BiH, uz podršku Misije OSCE-a u BiH, objavljuje

    Javni poziv za dodjelu Nagrade za doprinos u ostvarivanju ravnopravnosti spolova u 2013. godini

    Komisija Nagradu dodjeljuje osobama iz Bosne i Hercegovine koje su, prije svega, bile inspiracija u svojoj sredini za pokretanje značajnih promjena u ostvarivanju ravnopravnosti spolova na regionalnom, državnom, subregionalnom ili lokalnom planu u Bosni i Hercegovini u 2013. godini.
    Dobitnika ili dobitnicu Nagrade može predložiti bilo koja osoba, organizacija ili institucija, uz detaljno obrazloženje postignutog doprinosa koji je nominirana osoba imala u promoviranju ili ostvarivanju standarda ravnopravnosti spolova u 2013. godini.

OSCE mission report (July, 2003) on the first application of the witness protection legislation RS

Mission Monitors First Application of RS Law on Witness Protection
On 1 July, the Mission monitored a rape case before the Vlasenica Basic Court involving a 16-year-old victim.  On the date of the trial, the RS Law on Protection of Witnesses in Criminal Proceedings also officially entered into force.  The court applied ex officio Article 10(1) of the Law on Protection of Witnesses and removed the accused from the courtroom while the victim was questioned.  In accordance with the law, the defence counsel remained in the courtroom.

Mission monitors observed that the Court was not technically prepared for the application of the Law on Protection of Witnesses.  While the Law states the accused shall be permitted to follow the testimony simultaneously through audio-video means or be presented with a recording, the Court did not have any equipment with which to record the examination of the victim.  Instead, the Presiding Judge in the case provided the accused with a summary of the victim’s testimony.        

The European Court of Human Rights has found that, in cases involving testimony from protected witnesses, fair trial guarantees under Article 6 of the ECHR require that there be adequate safeguards in place to ensure a fair procedure.  By not having sufficient technical capacity, the procedural protections provided for defendants in the relevant Witness Protection Laws are undermined thereby jeopardising successful prosecutions.  This will be in particular relevance in relation to War Crimes and Organised Crime cases where the effective and correct application of witness protection provisions will be vital for securing witness testimony.

Odluka Doma za ljudska prava u predmetu Glamoč, 2001.

U odluci Doma za ljudska prava u predmetu „Glamoč“ navedeno je da tzv. Centar za borbenu obuku na teritoriji Glamoča postoji od prije 1991. godine, što znači da je uspostavljen još u vrijeme dok su građani u Bosni i Hercegovini bili čvrsto uvjereni da do rata u BiH ne može doći. U vrijeme donošenja ove odluke 2001., taj centar je koristio #SFOR.
Inicijativa za proširenje i „legalizaciju“ ovog centra krenula je 1997. kada je SFOR zatražio od Ministarstva odbrane Federacije da zvanično uspostavi Centar za borbenu obuku Federalne vojske na teritoriji Glamoča. Vlada SAD je u sklopu programa: „Opremi i obuči“, obećala značajnu pomoć Federaciji i angažovala američku firmu #MPRI za usmjeravanje razvoja Centra.
Radi nadgledanja rješavanja civilnih pitanja u vezi sa projektom legalizacije i proširenja Centra 1997. formirana je komisija sastavljena od predstavnika međunarodne zajednice u BiH sa ambasadorom Dieterom Woltmannom iz #OSCE-a na mjestu predsjedavajućeg.
Na teritoriji na kojoj se krenulo sa legalizacijom i proširenjem Centra nalazili su se domovi i imanja Srba koji su uslijed ratnih zbivanja na ovom području, 1995. napustili Glamoč. Njima je faktički oduzeta imovina i onemogućen povratak na inicijativu međunarodne zajednice u BiH. Odlukom Doma za ljudska prava je utvrđeno da je došlo do povrede njihovih prava na mirno uživanje imovine i na poštivanje doma u smislu člana 8 Evropske konvencije o ljudskim pravima.
Značajno je navesti da je teritorij Glamoča područje plodne i obradive zemlje gdje se stanovništvo bavi nadaleko cijenjenih poljoprivrednih sorti i stočarstvom. Također, radi se o području atraktivnom za turizam, koje je predstavljalo svojevrsnu ekološku oazu. U tom smislu, posebno su zanimljivi navodi iz odluke da je 1998. godine, SFOR napravio snimke iz zraka kuća i drugih građevina na terenu predviđenom za izgradnju tzv. Centra za borbenu obuku. Na fotografijama su kuće imale krovove. Međutim, na fotografijama, snimljenim 2001. godine, krovovi su nestali. U odluci se navodi da je ostalo nejasno kako je do toga došlo.
