FBiH/PARLIAMENT: HOUSE OF PEOPLES SESSION ON SEPTEMBER 14

SARAJEVO, September 8 (FENA) – The first session of the FBiH House of Peoples, after the summer break, is scheduled for Tuesday, September 14.

The proposed daily agenda should include the amendments to the FBiH Constitution (CVI and CVII), by which the competencies of the Federation ombudsmen will be transferred to the BiH ombudsmen for human rights.

However, the House of Representatives on Tuesday has delayed the consideration of these amendments so that the House of Peoples will not be considering them before the House of Representatives, was announced Wednesday by the FBiH Parliament.

BiH: SUCCESSFUL VISIT TO RUSSIAN FEDERATION

SARAJEVO, September 8 (FENA) – A BiH delegation, which is headed by BiH Council of Ministers Chair Adnan Terzic, on Wednesday held talks with the Russian Federation’s Prime Minister Mihail Fradkov, was announced by the Council of Ministers.

Terzic once again expressed sincere condolences to the people of the Russian Federation on the terrorist attack and its consequences, and expressed BiH’s full commitment to combating terrorism.

Representatives of the two countries reached a general agreement on the manner for resolving mutual debts and claims with clearly defined deadlines to be fulfilled by the relevant institutions of BiH and the Russian Federation.

Prime Minister Fradkov supported BiH efforts for full European and Euro-Atlantic integration and commended the past reformatory processes.

Terzic expressed gratitude to the Russian Federation on its engagement in the stabilization and recovery of BiH.

It was stressed that the Russian Federation, as a Dayton Accords signatory and a participating state of the Piece Implementation Council, is the source of great support for BiH efforts to swiftly become economically self-sustaining. 

During talks, which have resulted in opening a new chapter in relations between the two countries, it was ascertained that BiH and the Russian Federation will now be able to deepen cooperation in the sectors of economy, culture, science and education.

Terzic and Fradkov have signed the Agreement on Trade-Economic Cooperation, the Agreement for establishing a joint commission for economic cooperation, and the Agreement on Road Traffic.

Further, BiH and Russian officials signed the Agreement on cooperation between the law enforcement agencies, which was signed by BiH Deputy Minister of Security Dragan Mektic.

BiH delegation is also planned to meet with Russian Prime Minister Sergej Lavrov.

TIHIC: FRAGMENTS OF ALADZA MOSQUE AND OTHER MONUMENTS ARE THE NATIONAL TREASURE OF ALL PEOPLES IN BiH

SARAJEVO, September 8 (FENA) – BiH Presidency on Wednesday has considered the Request by the BiH Commission for Preservation of National Monuments regarding the creating of necessary conditions for protecting the discovered fragments of the Aladza mosque in Foca. 

“Regarding the fragments of the Aladza mosque and all other national monuments, it is our position that this is the national treasure of not only one people, but all peoples, and that the Entity governments, as well as the State Government, need to insure the necessary funds in their budgets for the next year”, told the press BiH Presidency Chair Sulejman Tihic.

BiH Presidency will schedule a working-consultative meeting with the Entity prime ministers, BiH Council of Ministers Chair and members of the Commission, and provide support for successful working of the Commission on preservation of national monuments.

SARAJEVO, September 8 (FENA) – BiH Presidency Chair Sulejman Tihic and Presidency member Dragan Covic on Wednesday received a delegation of Municipality Domaljevac-Samac, who informed them about the problems in this municipality.

They underlined the problem of border crossing Samac, and requested support in development of local infrastructure.

BiH Presidency members supported the working of municipal authorities and their efforts to overcome the current problems in this municipality.

BiH Presidency member Borislav Paravac on Wednesday received the Ambassador of the Swiss Confederation to BiH, Urs Breiter, and the subject of the meeting was the visit of BiH Presidency members to Switzerland in October this year, was announced by BiH Presidency.

The visit will be a good opportunity for deepening of bilateral relations between BiH and the Swiss Confederation.

Paravac declared that it is necessary to encourage the Swiss businesspersons into exporting technology and capital in BiH. In this context, he said that a presentation of BiH’s economic potentials would be organized in Zurich for the Swiss businesspersons.

BiH/PARLIAMENT: ADOPTED BILL ON MISSING PERSONS IN BiH

SARAJEVO, September 8 (FENA) – BiH House of Representatives on Wednesday adopted the Bill on Missing Persons in BiH.

This law defines the principles for improving the seeking process, definition of a missing person, the manner of managing the central registry, realizing social and other rights of members of the missing persons’ families, as well as other issues regarding the searching after missing persons from BiH and in BiH.

With the aim of improving the process of seeking missing persons and efficient identifying of remains of missing persons, the law envisions establishing of the Missing Persons Institute, as an independent institution for searching after missing persons in and from BiH.

Further, the House of Representatives also adopted the Bill on Defining and the Manner of Settling the Internal Debt in BiH, and the Bill on the BiH Customs Policy and the Bill on the State Border Service in first reading.

Representatives also adopted the BiH Election Commission’s Report on financing the Municipal Elections, as well as the Resolution on introducing a moratorium to all laws and decisions aimed at enacting new privileges for officials in executive and legislative authority, which was proposed by representative Zlatko Lagumdzija.

BiH House of Representatives confirmed the appointment of Milorad Zivanovic as a member of the Council of the Communications Regulatory Agency.

BiH PRESIDENCY: RADO DOSTANIC APPOINTED ACTING DIRECTOR OF THE STATE BORDER SERVICE

SARAJEVO, September 8 (FENA) – BiH Presidency on Wednesday appointed Brigadier Robert Susac as the BiH liaison officer with the Central Command of the United States in Tampa-Florida, and Colonel Sinisa Ostojic as his deputy, while Colonel Amir Corbo was appointed as the BiH liaison officer with the Coalition Forces Command in Qatar. 

The Presidency also issued the Decision on accepting the Framework Agreement between BiH and the European Community on the General Principles for Participation in the EC Programme, as well as the Decision on the Programme of cooperation in the fields of education, science and culture between the Russian Federation Government and BiH Council of Ministers.

BiH Presidency appointed Rado Dostanic, the Chief Inspector in the BiH State Border Service, as the Acting Director of the Border Service.

The Tri-Presidency also adopted the Report on implementation of the Budget for the first six months of this year.

Further, the Presidency accepted the invitation for participating in a roundtable titled “The future of South-east Europe, BiH, Republic Croatia and Serbia-Montenegro and the perspectives of European Integration” at a conference that will take place in Zagreb September 25 and 26, in organization of the Citizens’ Board for Human Rights. The participants will be addressed by BiH Presidency Chair Sulejman Tihic.

COOPERATION BETWEEN USAID AND BiH BUSINESS ASSOCIATIONS

SARAJEVO, September 8 (FENA) – The U.S. Government, through U.S. Agency for International Development (USAID), on Thursday will  hand certificates to representatives of business associations in the sectors of wood-processing, tourism and agriculture, was announced by USAID. 

USAID-funded initiative “Mobilizing the voice of business in BiH” included cooperating with business associations representing companies from the sectors of wood processing, tourism and agriculture, aimed at boosting their infrastructural capacities, professionalism and sustainability.

This two-year project, worth US$ 1.2 million, also included a component of small grants for supporting the implementation of new principles and programmes by BiH business associations and chambers of commerce. 

The Project “Mobilizing the voice of business” was implemented by the Centre for International Private Enterprise (CIPE), an independent, non-profitable affiliate of the U.S. Chamber of Commerce.

QUITE NIGHT IN KONJEVIC POLJE

SARAJEVO, September 12 (FENA) – Following an incident outside the Orthodox Church on Saturday afternoon the night in Konjevic Polje was peaceful, Bratunac Municipal Council Chair Refik Begic told FENA on Sunday.

He said that the Saturday’s incident was a product of problems accumulated over years in this municipality concerning the return of property and the passivity of relevant authorities to resolve that problem.

Begic said that he would contact other representatives of the local authority during the day in order to try and organise a meeting that would gather representatives of all levels of authority, the Serb Orthodox Church and representatives of Bosniaks.

He added that he would be in constant contact with the local police in Bratunac in order to avoid any further incidents.

SARAJEVO, September 12 (FENA) – Norwegian Foreign Affairs Minister Jan Petersen will arrive in a two-day visit to BiH on Monday.

Petersen will meet BiH Foreign Affairs Minister Mladen Ivanic and members of the BiH Presidency in Sarajevo.

On Tuesday he is planned to meet BiH Council of Ministers Chair Adnan Terzic and High Representative Paddy Ashdown.

Jan Petersen is also the Chairman of the Council of Europe’s Committee of Ministers.

USTDA TO DONATE 500.000 KM TO BH TELECOM

SARAJEVO, September 12 (FENA) – The US Trade and Development Agency (USTDA) will donate 490.000 USD to BH Telecom on Monday for preparing a pilot project for the development of the broadband network in urban parts of BiH.

This donation represents a part of USTDA efforts on helping BiH increase its access to the Internet and telecommunications systems in urban areas, the US Embassy in Sarajevo stated.

The development of the network will create conditions for the introduction of integrated telecommunication services of fixed telephony and a platform for the development of e-commerce.

This pilot project will also test the efficiency of the Voice Over IP (VoIP) that will allow BH Telecom to redirect international calls without using the international operator.

US Embassy Charge d’ Affairs Tina Kaidanow and BH Telecom General Manager Hamdo Katica will sign the agreement.

SNSD - CAVIC LOST ALL CREDIBILITY

BANJA LUKA, September 12 (FENA) – The Alliance of Independent Social-Democrats (SNSD) stated on Sunday that RS President Dragan Cavic has lost all his credibility in the eyes of the majority of citizens who do not belong to the SDS or any other political party by fully joining the election campaign of only one party.

SNSD stated that following Cavic’s statements during the last couple of days the RS has completely lost the impartiality of the RS President as the President of all citizens at a time when not even the SDS has a new President.

The public request to Milorad Dodik to leave the political scene is a continuation of the yearlong SDS policy aimed at politically and physically subduing SNSD and its leader.

“Cavic and SDS are trying to convince citizens that following the removal of Dodik and SNSD everything would be perfect, but at the same time ignore the fact that neither Dodik nor SNSD have been in power for four years”, SNSD stated and reminded that Cavic and SDS are the ones who hold the power in the RS and BiH and that the results of their rule are “catastrophic”.

SNSD stated that it is true that this party has strengthened significantly and that it represents the only serious threat to current authorities and that this is the reason why it needs to be silenced.

“It is now entirely clear that Cavic’s statement was motivated by an attempt to save whatever is left to be saved after it became clear that the SDS candidate and the candidate of seven other parties Ljubisa Kragulj is losing the race and that he will win less votes even than the SDS”, SNSD stated.

SNSD described as worrying the fact that in order to carry out Kalinic’s task of seizing Banja Luka Cavic has expressed readiness to use all means, including abuse of office, and even to call for the lynch of the opposition.

SNSD stressed that the statement of the SDS Acting President has neither intimidated nor deterred SNSD nor Milorad Dodik and that it is clear that Dodik will support the SNSD candidate for the Banja Luka Mayor, just like he supports other candidates for mayors throughout the RS.

“Citizens will have the final say on October 2”, SNSD stated.

RS NATIONAL ASSEMBLY MEETS ON MONDAY

BANJA LUKA, September 12 (FENA) – The regular session of the RS National Assembly is scheduled to continue in Banja Luka on Monday.

Delegates will discuss the remaining six issues from the agenda, including laws on local self governance and privatisation of office buildings and garages, as well as the draft law on the RS Treasury.

The RS National Assembly will also discuss changes to the law on protection from fires, the law on scientific research activities and the draft law on the rights of minorities.

The RSNA announced the possibility that after the regular session it could hold a special session to discuss in urgent procedure the law on stopping the implementation of claims from the budgets of RS cities and municipalities.

ZENICA, September 12 (FENA) – The 11th “ZEPS” fair will take place in Zenica between September 28 and October 3.

Abdulah Serdarevic, the General Manager of “RMK Promet” which is the organiser of the fair, said that more than 600 exhibitors from 29 countries are expected at this year’s fair.

Organisers are expecting more than 70.000 people to visit stands set up on 20.000 square meters of exhibition space.

VENCESLAV ILIC APPOINTED ACTING PRESIDENT OF BiH COURT

SARAJEVO, September 6 (FENA) – The High Judicial and Prosecutorial Council of BiH has decided on Monday that the function of the Acting President of BiH Court, until the appointment of the new president, will be performed by the President of the Court’s Department for Appeals, Judge Venceslav Ilic.

As HJPC announced, the judges of BiH Court informed the Council that Judge Venceslav Ilic has replaced the president of the Court in his absence on several occasions, and thus the Council declared that he should continue fulfilling this duty until the appointment of new president.

The mandate of the former president of the BiH Court, Martin Raguz, expired today, in accordance with the Law on HJPC.

Raguz performed his duty honourably and professionally and in the service of all citizens of BiH, was announced by HJPC, with expressions of gratitude for his priceless contribution in building the rule of law in BiH.

HOLLAND DONATES US$ 555.000 FOR IMAP PROGRAMME ACTIVITIES IN BiH

SARAJEVO, September 6 (FENA) – The Government of Holland has allocated US$ 555.000 for supporting the Integrated Mine Action Programme (IMAP) of the UN Development Programme (UNDP) in BiH.

Ax UNDP announced, the funds are intended for supporting the activities of IMAP Project during one year. The Programme links anti-mine action with long-term economic development of BiH.

The Dutch donation will contribute to developing the final elements of coordination structures for anti-mine action in BiH, i.e. development of capacities for collecting funds and establishing the state office for issuing tenders.

In addition, the donation will support clearing of mined surfaces, which are of economic significance for BiH.

Holland has been one of the main donors of UNDP’s anti-mine action programme in BiH over the past six years. The donation represents continuation of successful cooperation between Holland and UNDP in reaching the ultimate goal of the anti-mine action – BiH cleared of mines by 2010.

SIGNED AGREEMENT ON COOPERATION BETWEEN FIPA AND HUNGARIAN AGENCY ITD

BUDAPEST, September 6 (FENA) – Representatives of the Hungarian Agency for Investments and Trade Development (ITD Hungary) and of the BiH Foreign Investment Promotion Agency (FIPA) on Monday in Budapest signed the Agreement on Cooperation between the two agencies.

The Agreement was signed by the Acting Director of ITD Hungary, Peter Spanjik, and Deputy General Director of FIPA Slavica Korica, was announced by BiH Ministry of Foreign Affairs.

The ceremony of signing the Agreement, which determines the guidelines and domains of cooperation between the two agencies, was also attended by BiH Ambassador to Budapest, Mirsa Muharemagic, was announced.

COVIC, LOZANCIC AND COLAK VISIT PROZOR/RAMA

PROZOR/RAMA, September 6 (FENA) – BiH Presidency member Dragan Covic and FBiH President Niko Lozancic, and President of BiH HDZ Barisa Colak on Monday visited Municipality Prozor/Rama on the occasion of the Day of this municipality.

On the occasion, the President of HDZ BiH, Barisa Colak, opened the new telephone station at the settlement of Rumboci, and noted that this project, apart from the financial importance, will also provide better services for approx one thousand citizens of Gornja Rama.

Prozor/Rama Municipal Official Jozo Vukoja expressed gratitude to company HT Mostar for realization of the said project, worth approx. one million KM. 

BiH Presidency member Dragan Covic and FBiH President Niko Lozancic commended the successful projects that are currently being implemented in this municipality, and stressed that they are pleased that these projects will be completed by the end of the year. They concerns asphalting the road Prozor-Tomislavgrad, and building a sport gym in Prozor.

“With the State, Federation, cantonal and municipal authority levels, as well as the with the Government of Republic Croatia, whose representative, i.e. Ambassador in BiH Josip Vrbosic is also present, the citizens of Rama will enjoy even greater support in the future”, said Covic.

Namely, the ceremony of marking the Day of Municipality started with laying flowers at the memorial monument in Prozor, which was followed by the ceremonial session of the Municipal Council.

The senior officials also visited the Primary School 'Ivan Mazuranic' in Gracac.

MIKEREVIC MEETS REGIONAL DIRECTOR OF WORLD BANK

BANJA LUKA, September 6 (FENA) – RS Prime Minister Dragan Mikerevic on Monday held talks with the Regional Director of the World Bank, Orsalia Kalancopoulos, about the projects the Bank is implementing in RS, i.e. BiH, as well as about the future projects. 

WB Regional Director Orsalia Kalancopoulos said the World Bank is currently implementing 22 projects in BiH, i.e. adding that the WB Board of Directors would consider the BiH Development Strategy (PRSP) on September 16, this year.

She noted that WB would continue supporting the projects in the fields of reforming the health and pension-invalids’ systems. In this context, she announced that a team of experts of the World Bank would visit BiH in mid September to help the domestic institutions reform the pension-invalids' insurance system.

Mikerevic and Kalancopoulos also talked about corporative restructuring with the aim of accelerating privatization in RS, as well as about the problematic of accommodating the workers who will lose their jobs in the processes of privatization, bankruptcy and liquidation of companies.

Prime Minister Mikerevic briefed the WB Regional Director about the efforts the Entity Government is taking in this view, stressing that activities are in progress to implement the Social Programme for Accommodation of Workers, within which the RS Government has insured 9 million KM in this year’s budget, was announced by the Entity Government’s Public Relations Bureau.

MIKEREVIC MEETS EUPM COMMISSIONER

BANJA LUKA, September 6 (FENA) – RS Prime Minister Dragan Mikerevic on Monday received the Commissioner of the European Union Police Mission (EUPM), Kevin Carty, with whom he talked about the European Commission’s donation intended for procuring equipment for designing the identification cards for police officers in RS, i.e. BiH.

Mikerevic stressed that in the process of realizing the project, it will be necessary to fully respect the constitutional principles, primary those that refer to jurisdiction, language, writing and other Entity symbols.

RS Prime Minister added that the RS Government and the Ministry of Interior would take a clear stand on this matter and define the principles for the most efficient realization of this project, which will provide for full protection of the police officers’ identification cards, in accordance with the highest European standards.

On the occasion, Mikerevic underlined the commitment of the RS Government for establishing police structures that will suit all requests for protection of persons and properties in accordance with the Constitution and the laws of RS and BiH, was announced by the Government’s Public Relations Bureau.

PRESIDENT OF WORLD BANK VISITS MOSTAR

MOSTAR, September 6 (FENA) – President of the World Bank James D. Wolfensohn on Monday visited Mostar, as part of his two-day visit to BiH.

Together with BiH Council of Ministers Chair Adnan Terzic, Mostar mayor Hamdija Jahic and deputy mayor Ljubo Beslic, Wolfensohn visited the Old Bridge and the old core of Mostar.

“We were honored to participate in financing the recovery of the Old Bridge, but the success primarily depended on the love and caring of the people engaged in this project and they have done a remarkable job. Money means nothing without the people”, stressed Wolfensohn.

Mostar mayor and deputy mayor expressed gratitude to the World Bank on support, adding that the Old Bridge would probably not yet be recovered if it were not for the World Bank.

“James D. Wolfensohn had an enormous role in the process of recovering the Old Bridge, considering that this is the first project of recovering some cultural monument to be financed by the World Bank”, added mayor Jahic.

Wolfensohn will visit Sarajevo on Tuesday, where he will meet with representatives of the State and Entity authorities, and address the representatives of the BiH House of Representatives and the House of Peoples.
