ELEKTROPRIVREDA RS TO PROVIDE ELECTRICITY TO "ALUMINIJ"

BANJA LUKA, September 21 (FENA) – The RS Elektroprivreda will deliver 140 megawatt by the end of the year to the Mostar “Aluminij” at the price of 29,7 Euro per kilowatt based on an agreement between the RS Government and "Daimler Chrysler Services", RS Prime Minister Dragan Mikerevic confirmed on Tuesday following talks with the Deputy Chairman of the corporation, Peter Heier.

Mikerevic said that this agreement shows that the economic space in BiH starting to get integrated.

I hope that we have created conditions for better cooperation between Mostar and Banja Luka following successful cooperation between Sarajevo and Banja Luka on the Ljubija Iron Mine project, Mikerevic said.

Mikerevic said that they also discussed the signing of new projects in key industrial sectors and added that specific results would be known by mid October.

"Daimler Chrysler Services” Deputy Chairman Peter Heier said that representatives of the RS Government, Elektroprivreda and this corporation working almost nine months on this project.

He said that the RS Government and Elektroprivreda gave a clear signal that they would provide 140 megawatt to “Aluminij” in the second half of this year and ensure the survival of this company.

“This represents a macroeconomic responsibility, which the RS Government is showing”, Heier said and added that there is a chance for long term and quality cooperation between the RS Government and this corporation in key industrial sectors, but that specific results would be known in mid October.

He confirmed that this means that there would be no letting offs in companies and that there would be opportunities for the creation of new jobs, transfer of technologies from West Europe, increase of the GDP and export.

"Daimler Chrysler Services" can do a lot, he said.

VRANKIC AGAINST AMENDMENTS TO VAT LAW

SARAJEVO 21 (FENA) – FBiH Finance Minister Dragan Vrankic is against amendments to the VAT law because he thinks they will only decrease the efficiency of VAT, make it less attractive and create more opportunities for corruption.

“This is why I personally oppose these amendments and hope that the majority of representatives in the Parliament and citizens of our country will do the same”, Vrankic said on Tuesday.

He said that the objective of VAT is very simple. It is designed to fairly and efficiently collect enough money and ensure funds for public spending, most of which is used, directly on indirectly, for social services.

Vrankic said that the modernisation of the tax system is a priority for the European future of BiH and added that this will be further strengthened by the introduction of VAT.

“This will significantly strengthen the ability of the authorities to fulfil their commitments towards the citizens and to ensure them services that rightly belong to them”, Vrankic said.

OSCE: PUBLIC ADMINISTRATION REFORM IN DOBOJ

DOBOJ, September 21 (FENA) – Petrovo Municipality adopted recommendations of the OSCE’ Public Administration Reform Department concerning human resources management, OSCE Regional Centre spokesperson Danica Pelemis said at an international organisations’ press conference in Doboj on Tuesday.

Pelemis said that the main activities to be implemented by the municipal authorities concern changes to internal documents.

She said that work on preparing six-month reports on implementation of budgets for 2004 is being completed in all eight municipalities covered by the OSCE’s Public Administration Reform Department in Doboj, and that the municipalities have also started planning budgets for 2005.

However, she said that the OSCE Mission to Bosnia and Herzegovina regrets that the Doboj Municipal Assembly failed to adopt the Code of Ethics, developed by the municipal working group established on May 18, 2004.

Over 25 municipalities throughout the Tuzla area have adopted a Code of Ethics for their respective local governments, enabling citizens and public officials to have a clear, transparent understanding of expectations in behaviour.

The main aim of the Code of Ethics is for citizens to be included in the decision making process, the work of local authorities to be as open and transparent as possible, as well as to improve the system of providing services for citizens of Bosnia and Herzegovina.

RS/SP: ALARMING SITUATION IN THE RS ARMY

BANJA LUKA, September 21 (FENA) – RS Socialistic Party (SP) candidate for councillor in the Banja Luka City Council Miroslav Vukovic said on Tuesday that the situation in the RS Army is alarming because it is loosing its best members as a result of activities on downsizing the Army.

Vukovic said that some 2.000 young officers, NCOs and professionals, some of the great experts, have been dismissed recently.

He added that many of the dismissed soldiers have filed lawsuits against the RS Ministry of Defence.

WB/EC: DONOR COORDINATION MEETING FOR BiH

SARAJEVO, September 21 (FENA) – The European Commission and the World Bank will chair the meeting of the Consultative Group on BiH scheduled for September 22-23 in Sarajevo.

The objective of this meeting is to discuss achieved progress and how to ensure that BiH achieves its full potential, especially in the field of economy, World Bank in BiH Director Dirk Reinermann said at a press conference in Sarajevo on Tuesday.

He added that funds would not be raised at this conference, but that important issues, such as the macroeconomic situation, fiscal and issues concerning the development of the private and financial sector would be discussed.

Reduction of poverty, development of institutions, activities on the road towards the EU, reforms, investments and coordination between donors will also be discussed.

“This is the first conference at a senior level since a similar conference held five years ago when 39 delegation and 190 participants from across the world gathered”, Reinermann said and added that the meeting is also an opportunity to discuss action plans for implementing the PRSP and the Feasibility Study.

“We have asked all delegations that will be present at this meeting about their plans for providing support to BiH in the next three years and that level of support totals 1,2 billion USD. This also includes World Bank support at maximally 180 million USD and a similar amount from the European Commission”, Reinermann said.

He said that several countries have not been included in these figures and that the final amount could be even higher.

Head of the European Commission’s Economic and Political Department in BiH Renzo Daviddi said that funds intended for the development of BiH are already here or are expected to be made available.

“The EU is sure that BiH, if it wishes to move closer to the EU, has the do away with the mentality of constantly expecting donor funds”, Daviddi said. He said that by mobilising domestic saving, for example, investments for the sustainable development of the country could be ensured.

YOUTH CONFERENCE "NEXT STEPS"

SARAJEVO, September 21 (FENA) – The BiH Council of Ministers Chair’s Cabinet and the BiH Ministry of Civil Affairs organised the “Next Steps” youth conference in Sarajevo on Tuesday.

Achievements in the youth sector during the past year and ways to resolve problems of young people in the future were discussed at the conference.

“We have concluded to request the establishment of a commission for youth at the BiH level”, advisor in the BiH Council of Ministers Chair’s Cabinet Aldin Mededovic and advisor to the BiH Civil Affairs Minister Ilija Stojanovic said. The commission should be established with the BiH Council of Ministers.

Mededovic said that the main task of the commission will be to resolve the issue of education of young people, to create programs for stimulating young businessmen and programs that would help reduce unemployment which is currently at 44 percent.

“I expect the commission to be established soon and this body to take specific action in the next year. In the commission we shall insist on the creation of certain principles that will be used in BiH on the development of the youth policy”, Stojanovic said.

One of the most important issues is international representation in institutions such as the Council of Europe, which has certain provisional and permanent working bodies for youth, Stojanovic said.

“In this respect the commission will ensure international youth representation and an important segment of activities is the interagency cooperation between various ministries at different levels of authority in BiH”, Stojanovic said.

Representatives of youth organisations from the entire BiH took part in the conference. Konrad Adenauer Foundation, UNDP, World Bank and GTZ were the partners of the conference.

FREEDOM HOUSE: CERTAIN PROGRESS, BUT ETHNIC DIVISIONS STILL PRESENT IN BiH

NEW YORK, September 27 (FENA) – In 2003 BiH made certain progress in strengthening central institutions by, among other things, establishing state ministries and introducing VAT, but other indictors, such as the reduced return of refugees, show a continued presence of post-war ethnic division.

This is an extract form a recently released annual report by the Freedom House non-governmental organisation on political rights and civil liberties in the world, which concerns BiH.

Ethnic division in BiH is hindering political progress. During the last several years OHR imposed 473 pieces of legislation, which local politicians were not willing to adopt, the report states.

Expansion of independent electronic and printed media is evident in BiH, but the most prominent feature of journalism in the country is a low level of professional ethics. BiH journalism is limited also by its dependence on foreign donations and the fact that the majority of media are speaking to their ethnic groups, the Freedom House stated in its report.

About religious freedoms the report states that individuals in areas with an ethnic majority of their group enjoy freedom, but that in areas where they are in minority they face discrimination and harassment.

Freedom House thinks that judiciary is still under a strong influence of national parties and that judges who show independence suffer various forms of intimidation as a consequence.

A new law was adopted in March allowing BiH authorities to prosecute individuals indicted by the ICTY for war crimes.

Corruption in the judiciary, police and civil services represents an obstacle for the establishment of rule of law in BiH.

Return of refugees in 2003 has dropped because of the poor economic situation and because a large number of claims for the return of property have not been resolved.

By law the rights of women in BiH are equal to those of men, but they are not present in politics, government and they are often discriminated against in employment. Trafficking in women is also a large problem in post-war BiH, the Freedom House stated in its annual report.

BRITISH AMBASSADOR VISITS LIVNO

LIVNO, September 27 (FENA) – British Ambassador to BiH Ian Cliff visited Livno on Monday where he met Hercegbosna Canton Prime Minister Stipe Pelivan.

Cliff said that the purpose of his visit to Livno is to get an overview of the current economic and political situation in the municipality and canton and get informed about basic social and political issues of importance for the people living in this area.

He added that the Cantonal Prime Minister presented the strategy for the economic development of the canton, especially opportunities for the development of the wood and milk industry, agriculture and tourism.

ICMP RECEIVES DONATION FROM HOLLY CHAIR

SARAJEVO, September 27 (FENA) – The International Commission on Missing Persons (ICMP) received a donation from the Holly Chair.

The latest donation of 5.000 USD will significantly contribute to the work and activities of ICMP. The Holly Chair has been donating funds to ICMP since 2002 and significantly contributes to the work of the Commission, ICMP stated on Monday.

Apostolic Nuncio to BiH Santos Abril y Castello underlined the importance which the Holly Church gives to the work of ICMP and expressed compassion of the Holly Chair towards families whose relatives went missing during the conflicts. He expressed hope that the faith of missing persons would soon be resolved and that their families would finally find peace.

The large number of missing persons represents an obstacle to the post-conflict development of institutions, as well as peace initiatives and reconciliation.

ICMP is working with other international organisations and is ensuring support to post-conflict countries in their efforts to resolve the issue of missing person and identify a large number of missing persons from recent conflicts throughout the region of former Yugoslavia.

ICMP was established in 1996 at the G-7 Summit in Lyon, France.

SARAJEVO, September 8 (FENA) – The BiH Presidency will hold a session in Sarajevo today.

The proposal for appointing BiH representatives to the International Civil Aviation Organisation (ICAO) and the proposal for giving approval for the appointment of British and Israeli Ambassadors will be on the agenda.

The BiH Presidency will also discuss the report on the implementation of the BiH Budget in 2003, the report on BiH internal debt and the request of the BiH National Monuments Commission.

ROAD REPORT

SARAJEVO, September 8 (FENA) – Most roads in BiH are open for traffic today and there are no major restrictions.

Work on disassembling a bridge along the M-4 Doboj-Tuzla road is underway causing brief interruptions. During these interruptions traffic is redirected to detour roads.

Repair work is also underway along Doljani-Mostar-Jablanica, Lasva-Zenica, Modrica-Bosanski Samac, Izacic-Bihac, Kljuc-Jajce-Donji Vakuf, Banja Luka-Klasnice, Derventa-Seslije and Dobro Polje-Miljevina roads.

There are no major delays at any of the border crossings.

In Sarajevo due to work on laying and repairing tram tracks the Obala Kulina Bana street will be closed for traffic for several days. During this period the Obala Kulina Bana street will be closed for traffic between 18 and 0:6 hrs.

DODIK: RS ENDANGERED BY BAD POLICY AND CRIME

FOCA, September 8 (FENA) – RS Alliance of Independent Social-Democrats (SNSD) President Milorad Dodik thinks that the RS is endangered by bad policy and criminal activities conducted under the protection of current authorities.

At an election rally held in Foca last night Dodik spoke about the RS Auditor’s report on various abuses and crime and stressed that the RS Elektroprivreda embezzled 167 million KM.

“The Buk Bijela hydropower plant could have been built three times by now, but those from Telekom Srpske stole 63 million KM from us. We have learned from Auditor Bosko Ceko several days ago that 18 million KM have also gone missing in the RS Ministry of Interior and we are only about to hear what was stolen in Srpske Sume”, Dodik said.

He expressed confidence that changes would come about at the next elections.

Dodik stressed that not much attention should be given BiH Presidency Chair Sulejman Tihic’s attacks on the RS and added that he poses no real threat to the RS.

BiH HOUSE OF REPRESENTATIVES RECEIVES LETTER FROM INDIRECT TAXATION ADMINISTRATION

SARAJEVO, September 8 (FENA) – Representatives in the BiH House of Representatives received a letter from the Indirect Taxation Administration Steering Board this morning explicitly recommending them to adopt the original draft of the VAT Law sent by the Steering Board to the BiH Council of Ministers and which proposes a uniform VAT rate of 17 percent.

Indirect Taxation Administration Steering Board stated in the letter that the VAT adopted by the House of Representatives’ Finance and Budget Commission, which introduces the combination of a higher rate of 18 percent and a lower rate of 8 percent for certain products, as well as the broad use of a 0 rate, would reduce revenue and cause damage to social programs.

“The only project that can efficiently remove tax fraud and evasion in BiH is the introduction of VAT. However, advantages of VAT reform will be undermined if more that one rate is introduced because management will be made more difficult and chances for fraud and tax evasion increased”, was stated in the letter.

VRANKIC: VAT CANNOT RESOLVE SOCIAL PROBLEMS

SARAJEVO, September 8 (FENA) – FBiH Finance Minister Dragan Vrankic supports the introduction of a uniform VAT rate in BiH.

Following debates and initiatives for introducing several VAT rates, which are increasingly getting a political dimension and becoming a cheap method in the election campaign, Vrankic explained in a statement to FENA why he supports a uniform VAT rate.

Vrankic said that as a member of the Indirect Taxation Administration Steering Board, which proposed the legislation for a uniform VAT rate, he continues to strongly support this initiative.

He thinks that tax policy should not be expected to resolve social problems because “a reduced rate does not represent an efficient method for helping individuals and families with low income, while on the other hand the introduction of several reduced rates only makes the entire process more complicated and increases the cost of implementing and regularly paying taxes”.

Vrankic warns that the use of reduced rates also causes difficulties in definition and correct classification, which represents a problem both for taxpayers and tax collectors.

- If 80 percent of EU member states decided to introduce a uniform rate, and these are all countries with highly developed tax administrations, then I think that BiH does not have much of an alternative to introducing a uniform VAT rate. Considering all the complexity of the system in the country and the fact that the process of establishing the Indirect Taxation Administration at the BiH level has only begun we need a functional tax system, which will ensure an efficient collection of taxes, while citizens in the most difficult situation will be taken care of through social programs, Minister Vrankic said.

SARAJEVO, September 8 (FENA) – The FBiH Government should discuss in Sarajevo tomorrow proposals and initiatives for changing several laws, including the law on the privatisation of companies and the law on taxes on goods and services.

The FBiH Government is also planned to discuss the five-year plan of the “FBiH Railways” and the program of activities of the FBiH Commission on Missing Persons.

The decision on internal redistribution of budget funds to certain ministries and institutions is also on the agenda.

BiH HOUSE OF REPRESENTATIVES ADOPTS THREE VAT RATES

SARAJEVO, September 8 (FENA) – The BiH House of Representatives adopted today the principles of the draft VAT Law tabled by the House of Representatives’ Finance and Budget Commission proposing differentiated tax rates.

This means that instead of a uniform tax rate of 17 percent three rates will be introduced – a standard, reduced and a 0 rate.

The Commission proposed that the standard rate be set at 18 percent, while the reduced rate of 8 percent and the 0 rate be used for food products, medicine and books. However, the height of the rates has not been finally defined. 15 days have been given for proposing new amendments after which the final rates will be set.

In the meantime the Finance and Budget Commission should meet representatives of the BiH Council of Ministers, Indirect Taxation Administration Steering Board and interested association.

The Indirect Taxation Administration Steering Board sent a letter to the BiH House of Representatives today urging representatives to adopt a uniform VAT rate of 17 percent.

BiH DELEGATION TAKES PART IN CETINJE PARLIAMENTARY FORUM

SARAJEVO/CETINJE, September 13 (FENA) – Speaking at the Cetinje Parliamentary Forum Deputy Chair of the BiH House of Peoples’ Commission for Foreign and Trade Policy Vinko Radovanovic said that the strategic objective of BiH is to first join the Partnership for Peace and NATO and then the EU.

Radovanovic thinks that this task will be much easier if BiH establishes better bilateral relations with countries from the region and becomes a part of integration processes.

Participants in this large gathering agreed on Monday that regional activities need to be coordinated in order to rationalise and fulfil objectives of all regional initiatives in the best possible way.

In doing this the role of parliaments in foreign affairs activities needs to be strengthened.

Participants agreed that Southeast European countries that have joined the EU and NATO should in the spirit of good neighbourly relations help the strengthening of stability in the region and ensure that the problem of Kosovo is resolved entirely in accordance with the UN Security Council Resolution 1244.

The Cetinje Parliamentary Forum continues on Tuesday with a meeting of delegations of Adriatic-Ionic Initiative member states.

BANJA LUKA, September 13 (FENA) - Alliance of Independent Social-Democrats (SNSD) Main and Executive Board member Nikola Spiric accused the Serb Democratic Party (SDS) Monday of trying to radicalise the situation in Banja Luka.

Spiric told a press conference that SDS Acting President Dragan Cavic was tasked by the “renegade wing of the SDS and criminals” to “subdue” Banja Luka if he wished to become the SDS President.

He said that Ljubisa Kragulj, a candidate for the Banja Luka Mayor, supported by SDS and seven other parties, was deliberately used because everyone knows that he cannot win, but SDS and other parties will get votes for councillors in the Banja Luka City Council.

Spiric accused Cavic of using the office of the RS President for running the election campaign and failing to explain to RS citizens why they live so bad and why they have no salaries and pensions.

He said that Cavic should also explain how is it possible that five post offices are robbed in a single day and are these funds now being used to finance the SDS after it lost its funding.

CAVIC PROTECTS PERSONAL AND INSTITUTIONAL INTEGRITY

BANJA LUKA, September 13 (FENA) – RS President and SDS Acting President Dragan Cavic has the responsibility to lead the election campaign of his party and in that capacity he will respond to all “lies and insults” by SNSD President Milorad Dodik, the RS President’s Cabinet stated on Monday.

Following a series of allegations made by Dodik at a press conference on September 11 and several statements at pre-election debates on September 12 Cavic has responded with arguments to these allegations protecting his personal and institutional integrity.

“The RS President cannot and does not wish to remove anyone from the political scene and has not been calling for the opposition to be lynched. If Dodik or anyone else thinks that they will be able to throw dirt at the RS President and expect him not to defend himself because of the office he holds they should think again because the RS President is determined to protect his integrity”, the RS President’s Cabinet stated.

FIRST WAR CRIMES CASE BEFORE BiH COURT

SARAJEVO, September 12 (FENA) – The BiH Prosecutor’s Office Special Department for Crime, Economic Crime and Corruption filed charges in the “Maktouf” case on Monday, the first war crimes case before the BiH Court.

Abdullahim Maktouf is charged with war crimes against civilians for participation in the illegal kidnap and detention of five civilian hostages by mudjahadeens in Central Bosnia in October 1993.

According to the indictment Maktouf took part in the kidnap and transfer of the prisoners to the mudjahadeen military camp where the hostages were beaten and one of the later beheaded.

This is the first war crimes trial concerning mudjahadeens in BiH.

BiH Deputy Chief Prosecutor and Head of the Special Department John McNair thinks that this is an important turning point in the work of the BiH Prosecutor’s Office. The “Maktouf case” is the first from a series of criminal prosecutions in cases of war crimes that will be conducted as the Special Department expands and receives cases from the ICTY.

The ICTY provided permission for prosecuting Maktouf pursuant to requirements from the “Rome Rules of the Road”

Prosecutor Jonathan Schmidt is responsible for the “Maktouf” case.

IVANIC: MANY REASONS TO BE GRATEFUL TO NORWAY

SARAJEVO 13 (FENA) – We have many reasons to express gratitude to Norway for its role in what BiH has achieved so far, which is a significant level of peace, stability and the start of economic development, BiH Foreign Affairs Minister Mladen Ivanic said after meeting his Norwegian counterpart Jan Petersen in Sarajevo on Monday.

Ivanic said that Norway continues to financially support BiH and is one of the countries that have not significantly reduced the level of their assistance to BiH, especially as assistance is provided directly to the people, refugees and for reconstruction projects.

Ivanic and Petersen also discussed the situation in BiH and efforts of our country to move closer to the EU and join the Partnership for Peace as soon as possible.

They also discussed the Council of Europe because of the role that Norway currently plays in this institution, as well as readiness of BiH to implement a large number of conventions it joined as soon as possible.

The two ministers also discussed bilateral cooperation and agreed that activities on signing agreements on readmission need to be accelerated.

The Norwegian Foreign Minister, who also chairs the Council of Europe’s Committee of Ministers, said that he wishes BiH and Norway to cooperate closely.

“I support your wish to join Euro-Atlantic” structures”, Petersen said.
