ELEKTROPRIVREDA RS TO PROVIDE ELECTRICITY TO
"ALUMINIJ"
BANJA LUKA, September 21 (FENA) – The RS
Elektroprivreda will deliver 140 megawatt by the end of the year to the Mostar
“Aluminij” at the price of 29,7 Euro per kilowatt based on an agreement between
the RS Government and "Daimler Chrysler Services", RS Prime Minister
Dragan Mikerevic confirmed on Tuesday following talks with the Deputy Chairman
of the corporation, Peter Heier.
Mikerevic
said that this agreement shows that the economic space in BiH starting to get
integrated.
I
hope that we have created conditions for better cooperation between Mostar and Banja Luka following successful cooperation between Sarajevo and Banja
Luka on the Ljubija Iron Mine project, Mikerevic said.
Mikerevic
said that they also discussed the signing of new projects in key industrial
sectors and added that specific results would be known by mid October.
"Daimler
Chrysler Services” Deputy Chairman Peter Heier said that representatives of the
RS Government, Elektroprivreda and this corporation working almost nine months
on this project.
He
said that the RS Government and Elektroprivreda gave a clear signal that they
would provide 140 megawatt to “Aluminij” in the second half of this year and
ensure the survival of this company.
“This
represents a macroeconomic responsibility, which the RS Government is showing”,
Heier said and added that there is a chance for long term and quality
cooperation between the RS Government and this corporation in key industrial
sectors, but that specific results would be known in mid October.
He
confirmed that this means that there would be no letting offs in companies and
that there would be opportunities for the creation of new jobs, transfer of
technologies from West Europe, increase of the GDP and export.
"Daimler
Chrysler Services" can do a lot, he said.

VRANKIC
AGAINST AMENDMENTS TO VAT LAW
SARAJEVO
21 (FENA) – FBiH Finance Minister Dragan Vrankic is against amendments to the
VAT law because he thinks they will only decrease the efficiency of VAT, make
it less attractive and create more opportunities for corruption.
“This
is why I personally oppose these amendments and hope that the majority of
representatives in the Parliament and citizens of our country will do the
same”, Vrankic said on Tuesday.
He
said that the objective of VAT is very simple. It is designed to fairly and
efficiently collect enough money and ensure funds for public spending, most of
which is used, directly on indirectly, for social services.
Vrankic
said that the modernisation of the tax system is a priority for the European
future of BiH and added that this will be further strengthened by the
introduction of VAT.
“This
will significantly strengthen the ability of the authorities to fulfil their
commitments towards the citizens and to ensure them services that rightly
belong to them”, Vrankic said.

OSCE:
PUBLIC ADMINISTRATION REFORM IN DOBOJ
DOBOJ,
September 21 (FENA) – Petrovo Municipality adopted recommendations of the OSCE’
Public Administration Reform Department concerning human resources management,
OSCE Regional Centre spokesperson Danica Pelemis said at an international
organisations’ press conference in Doboj on Tuesday.
Pelemis
said that the main activities to be implemented by the municipal authorities
concern changes to internal documents.
She
said that work on preparing six-month reports on implementation of budgets for
2004 is being completed in all eight municipalities covered by the OSCE’s
Public Administration Reform Department in Doboj, and that the municipalities
have also started planning budgets for 2005.
However,
she said that the OSCE Mission to Bosnia and Herzegovina regrets that
the Doboj Municipal Assembly failed to adopt the Code of Ethics, developed by
the municipal working group established on May 18, 2004.
Over
25 municipalities throughout the Tuzla
area have adopted a Code of Ethics for their respective local governments,
enabling citizens and public officials to have a clear, transparent understanding
of expectations in behaviour.
The
main aim of the Code of Ethics is for citizens to be included in the decision
making process, the work of local authorities to be as open and transparent as
possible, as well as to improve the system of providing services for citizens
of Bosnia and Herzegovina .

said that some 2.000 young officers, NCOs and professionals, some of the great
experts, have been dismissed recently.
He
added that many of the dismissed soldiers have filed lawsuits against the RS
Ministry of Defence.

DONOR COORDINATION MEETING FOR BiH
The
objective of this meeting is to discuss achieved progress and how to ensure
that BiH achieves its full potential, especially in the field of economy, World
Bank in BiH Director Dirk Reinermann said at a press conference in Sarajevo on Tuesday.
He
added that funds would not be raised at this conference, but that important
issues, such as the macroeconomic situation, fiscal and issues concerning the
development of the private and financial sector would be discussed.
Reduction
of poverty, development of institutions, activities on the road towards the EU,
reforms, investments and coordination between donors will also be discussed.
“This
is the first conference at a senior level since a similar conference held five
years ago when 39 delegation and 190 participants from across the world
gathered”, Reinermann said and added that the meeting is also an opportunity to
discuss action plans for implementing the PRSP and the Feasibility Study.
“We
have asked all delegations that will be present at this meeting about their
plans for providing support to BiH in the next three years and that level of
support totals 1,2 billion USD. This also includes World Bank support at
maximally 180 million USD and a similar amount from the European Commission”,
Reinermann said.
He
said that several countries have not been included in these figures and that
the final amount could be even higher.
Head
of the European Commission’s Economic and Political Department in BiH Renzo
Daviddi said that funds intended for the development of BiH are already here or
are expected to be made available.
“The
EU is sure that BiH, if it wishes to move closer to the EU, has the do away
with the mentality of constantly expecting donor funds”, Daviddi said. He said
that by mobilising domestic saving, for example, investments for the
sustainable development of the country could be ensured.

YOUTH
CONFERENCE "NEXT STEPS"
SARAJEVO,
September 21 (FENA) – The BiH Council of Ministers Chair’s Cabinet and the BiH
Ministry of Civil Affairs organised the “Next Steps” youth conference in
Sarajevo on Tuesday.
Achievements
in the youth sector during the past year and ways to resolve problems of young
people in the future were discussed at the conference.
“We
have concluded to request the establishment of a commission for youth at the
BiH level”, advisor in the BiH Council of Ministers Chair’s Cabinet Aldin
Mededovic and advisor to the BiH Civil Affairs Minister Ilija Stojanovic said.
The commission should be established with the BiH Council of Ministers.
Mededovic
said that the main task of the commission will be to resolve the issue of
education of young people, to create programs for stimulating young businessmen
and programs that would help reduce unemployment which is currently at 44
percent.
“I
expect the commission to be established soon and this body to take specific
action in the next year. In the commission we shall insist on the creation of
certain principles that will be used in BiH on the development of the youth
policy”, Stojanovic said.
One
of the most important issues is international representation in institutions
such as the Council of Europe, which has certain provisional and permanent
working bodies for youth, Stojanovic said.
“In
this respect the commission will ensure international youth representation and
an important segment of activities is the interagency cooperation between
various ministries at different levels of authority in BiH”, Stojanovic said.
Representatives
of youth organisations from the entire BiH took part in the conference. Konrad
Adenauer Foundation, UNDP, World Bank and GTZ were the partners of the
conference.
