SEPTEMBER 28 - INTERNATIONAL DAY OF FREE ACCESS TO INFORMATION

SARAJEVO, September 27 (FENA) – September 28 is celebrated in the world as the International Day of Free Access to Information and symbolises a global movement for the promotion of this right.

The Global Network for the promotion of free access to information was established at a meeting in Sofia, Bulgaria, on September 28 2002. Global Network member organisations work together on the promotion of the right to free access to information for individuals and an open and transparent work of all public institutions.

The Centre for Free Access to Information, as the BiH representative, also works on the promotion of the right to free access to information.

The Centre called on citizens to by exercising this right contribute to the better, more efficient and transparent work of all government institutions at all levels.

TIHIC TO VISIT SARAJEVO CANTON ON TUESDAY

SARAJEVO, September 27 (FENA) – BiH Presidency Chair Sulejman Tihic will visit Sarajevo Canton on Tuesday.

Tihic will meet Cantonal Assembly Speaker Meliha Alic and Cantonal Prime Minister Denis Zvizdic.

Together with the Canton delegation Tihic will lay flowers at the site of breadline massacre in the Ferhadija Street in Sarajevo.

FREEDOM HOUSE: CERTAIN PROGRESS, BUT ETHNIC DIVISIONS STILL PRESENT IN BiH

NEW YORK, September 27 (FENA) – In 2003 BiH made certain progress in strengthening central institutions by, among other things, establishing state ministries and introducing VAT, but other indictors, such as the reduced return of refugees, show a continued presence of post-war ethnic division.

This is an extract form a recently released annual report by the Freedom House non-governmental organisation on political rights and civil liberties in the world, which concerns BiH.

Ethnic division in BiH is hindering political progress. During the last several years OHR imposed 473 pieces of legislation, which local politicians were not willing to adopt, the report states.

Expansion of independent electronic and printed media is evident in BiH, but the most prominent feature of journalism in the country is a low level of professional ethics. BiH journalism is limited also by its dependence on foreign donations and the fact that the majority of media are speaking to their ethnic groups, the Freedom House stated in its report.

About religious freedoms the report states that individuals in areas with an ethnic majority of their group enjoy freedom, but that in areas where they are in minority they face discrimination and harassment.

Freedom House thinks that judiciary is still under a strong influence of national parties and that judges who show independence suffer various forms of intimidation as a consequence.

A new law was adopted in March allowing BiH authorities to prosecute individuals indicted by the ICTY for war crimes.

Corruption in the judiciary, police and civil services represents an obstacle for the establishment of rule of law in BiH.

Return of refugees in 2003 has dropped because of the poor economic situation and because a large number of claims for the return of property have not been resolved.

By law the rights of women in BiH are equal to those of men, but they are not present in politics, government and they are often discriminated against in employment. Trafficking in women is also a large problem in post-war BiH, the Freedom House stated in its annual report.

COVIC IN NOVI TRAVNIK ON TUESDAY

SARAJEVO, September 27 (FENA) – BiH Presidency member Dragan Covic will visit Novi Travnik on Tuesday.

Municipal Council Chair Martin Marijanovic will be his host.

Covic will attend the opening of the health centre in Bucici and visit the construction sites of churches in Bucici and Novi Travnik.

He is also planned to visit a segment of the Novi Travnik-Bugojno road in Duhovo currently under construction, as well as the centre for children with special needs in Novi Travnik.

BRITISH AMBASSADOR VISITS LIVNO

LIVNO, September 27 (FENA) – British Ambassador to BiH Ian Cliff visited Livno on Monday where he met Hercegbosna Canton Prime Minister Stipe Pelivan.

Cliff said that the purpose of his visit to Livno is to get an overview of the current economic and political situation in the municipality and canton and get informed about basic social and political issues of importance for the people living in this area.

He added that the Cantonal Prime Minister presented the strategy for the economic development of the canton, especially opportunities for the development of the wood and milk industry, agriculture and tourism.

We have also discussed the return of pre-war citizens to Drvar, Bosansko Grahovo and Glamoc, Cliff said and added that the key for the future of BiH lies in the development of the economy based on domestic resources and potentials.

Pelivan expresses satisfaction with the talks held with the British Ambassador and added that Cliff supported the strategy for the development of this canton.

ICMP RECEIVES DONATION FROM HOLLY CHAIR

SARAJEVO, September 27 (FENA) – The International Commission on Missing Persons (ICMP) received a donation from the Holly Chair.

The latest donation of 5.000 USD will significantly contribute to the work and activities of ICMP. The Holly Chair has been donating funds to ICMP since 2002 and significantly contributes to the work of the Commission, ICMP stated on Monday.

Apostolic Nuncio to BiH Santos Abril y Castello underlined the importance which the Holly Church gives to the work of ICMP and expressed compassion of the Holly Chair towards families whose relatives went missing during the conflicts. He expressed hope that the faith of missing persons would soon be resolved and that their families would finally find peace.

The large number of missing persons represents an obstacle to the post-conflict development of institutions, as well as peace initiatives and reconciliation.

ICMP is working with other international organisations and is ensuring support to post-conflict countries in their efforts to resolve the issue of missing person and identify a large number of missing persons from recent conflicts throughout the region of former Yugoslavia.

ICMP was established in 1996 at the G-7 Summit in Lyon, France.

REPRESENTATIVES OF BiH MoD AND ARMED FORCES AT A NATO COURSE IN GERMANY

SARAJEVO, September 27 (FENA) – A four-day orientation course titled “Familiarisation Course for Senior Officials” will start in the NATO school in Oberamergau, Germany, on Tuesday as part of the NATO program “Security Cooperation with BiH”, the BiH Ministry of Defence stated.

BiH Deputy Defence Minister Enes Becirbasic and a group of Generals from the BiH Armed Forces led by Col Gen Sifet Podzic left for Oberamergau on Monday.

This course is only one from a series of similar events organised as part of the “Security Cooperation with BiH” program.

Senior NATO officials will present current issues in the field of European security and defence policy and also organise panel discussions.
