FBiH Police Ask Ashdown to Put Ravnogorski Chetnik Movement on
UN's Terrorist Organizations List

The FBiH Police suggested that the HR to BiH, Paddy Ashdown, use
his power and ask the UN Security Council to put the Ravnogorski
Chetnik Movement on its Terrorist Organizations List. The OHR
could not confirm or deny this information and did not want to
comment on it. OHR Spokesman Oleg Milisic said that neither he
nor his Office comment on unofficial documents. He reminded us
that BiH institutions are the ones who are supposed to address
the UN Security Council regarding such request. "The police and
judiciary should be involved in processing crimes eventually
committed by the Movement," Milesic said adding that his office
never announces its actions. By following the Movement's tracks,
it was confirmed that its base is located in Chicago, Illinois.
Serb immigrants in the U.S. led by chetnik Nikola Kavaja are
involved in collecting funds for the Movement's sections in Serbia
and RS, but also in providing logistic support to the organization
involved in providing safety and hiding Radovan Karadzic and
Ratko Mladic. The police and foreign intelligence services know
that there are more than 50 Serb extremists' emigre clubs across
Switzerland.  They are involved in collecting money and equipment
so that ultranationalist groups in the RS could conduct operations
that would prevent Bosniaks from returning to their homes. A part
of this organization's network is located in the RS.  More than
one hundred people in the RS are linked to the Movement. There are
two Movements in the RS.  At a meeting held on July 20-21, 2002,
in Manjaca, along with similar movements from Serbia and Montenegro,
they agreed to unite into a single movement.  On August 1, 2002,
Nedjo Osap was elected as the Movement's President. At the same time,
he is the President of the Movement's Municipal Board in Manjaca.
The police consider him the "Gavrilo Princip" secret organization's
President and one of the men involved in organizing the fascist
demonstrations in Banja Luka during the beginning of the Ferhadija
Mosque reconstruction ceremony.  Osap and his deputy, Milan Barisic,
were detained prior to the Pope's visit to Banja Luka on suspicion
that they were preparing demonstrations and riots in Banja Luka.
The "Gavrilo Princip" is also being financed by Rajko Dukic from
Milici, and Ratomir Spajic, the owner of a construction company
from Srpsko Sarajevo.  An alleged RS mafia boss, Spajic, was under
investigation by the RS police on suspicion that he was involved in
assassinating the Pale Police Chief, Zeljko Markovic. Zoran Colovic,
the owner of the "Cavka" cafe from Sokolac, was targeted by the
same investigation.  The Movement's Brcko office President was Milan
Majdanovic, but he resigned after a pressure put by the Serb diaspora.
Ljubomir Maratovic and Dragan Kovacevic were also involved in the
Movement.  After the Serb diaspora request, Kovacevic resigned from
the Movement's "Stara Hercegovina" County Board. He ensured that
Luka Karadzic (Radovan Karadzic's brother) received a position in
the Movement.  Luka registered a company that is involved in making
juice. He cooperates with a company from Israel. He lives in Niksic.
He has several "Jugopetrol" gas stations available to provide funds
needed for his brother's safety.  According to the police's knowledge,
Janko Spasojevic is a Customs officer at the Zvornik border crossing.
He provides intelligence for the Movement.  Dusko Vukotic, Jovica
Spasojevic, and Djordje Dujakovic, are a part of the Movement's
radical wing.  It is assumed that Mitar Maksimovic "Manda" from Zvornik
who is a suspect in the bombing of the Koraj Mosque (it took place on
April 12, 2002), and a member of the "Nesini Tigrovi" Detective Agency,
Milan Ristanic "Miko" from Priboj, suspected of activating a bomb in
a mosque, are in charge of providing the "bombing services" for the
Movement.  Mihajlo Vasic Mikaca from Milosavac was arrested due to this
bombing.  The TT pistol and an AK-47 (chetnik's favorite short version),
several hand grenades, and a certain amount of explosives with a time
fuse, were found in his house.  Allegedly, Jovan Maksimovic and Petar
Simikic were involved in the incident.  The police believes that
the RS Srpska Radikalna Stranka (Serb Radical Party) President, Mirko
Blagojevic, bought the explosives from Momcilo Mandic. Dejan Sobot
"Dejo" was also involved in the bombing.  He is also suspected of
bombing an Austrian circus that visited Foca on October 29-30, 2000.
He was accompanied by Milan Cekic, Djordje Maric, Nada Maric, and
Mila Begenesic.  Oliver Janjic and Gojko Jankovic are high-ranking
members of the Movement in Foca. Jankovic is a "father" of the
"Jankovic" squad that was in charge of forcing Bosniaks to leave
the town.  The local police and foreign intelligence services are
not sure the "Gavrilo Princip" is the secret chetniks' organization's
real name. The latest information says that its real name is "Srpska
Oslobodilacka Garda" (Serb Liberation Guard) also known as the "Crna
Ruka" (Black Hand). The police know that this organization's goal is to
spread fear among Serbs in the FBiH and to eliminate political opponents
in the RS and Serbia.  The public found out about it after last year's
threat against the "Srpsko Gradjansko Vijece" (Serb Citizens' Council)
in Sarajevo.  Djuro Sormaz's name was found on the letter's backside,
but the police could not confirm his involvement. In 2001, the "Gavrilo
Princip's" leadership organized a meeting in order to discuss a plan
to assassinate the Serbian PM, Zoran Djindjic, the former RS PM, Mladen
Ivanic, and the former HR to BiH, Wolfgang Petrich. The police believes
that besides Nedjo Osap, the Movement's leadership also includes Petar
Stjepanovic, and Petar Vasiljevic from Lukavica, Mladen Martic and
Boro Vukovic from Ozren, Stojan Totic, and Zijad Zigic, the only Bosniak

involved in the Movement.
