The position would be based in Sarajevo, but wouldinvolve travel within the country. The position will beavailable in March 2005.BackgroundWith funding from the U.S. Agency for International Development(USAID), the Office of the High Representative (OHR), andNational Endowment for Democracy (NED), NDI has supported civic,political party, and parliamentary development efforts in BiHsince 1996. NDI operates development programs in the parliamentsof both ethnic entities (the Republika Srpska and theFederation) as well as the state parliament of BiH. Theseprograms deal with caucus and committee development, publichearings, rules of procedure and codes of conduct. The Institutealso manages internship programs in all three parliaments.Primary ResponsibilitiesProgrammatic• Enhance and maintain collaborative working relationships withprogram partners, including parliamentary leadership andcommittee and caucus chairs in the two parliaments;• Enhance professional development of and serve as mentor tonational staff with an eye to eventual management ofparliamentary programs;• Provide regular consultation and assistance to committeechairs, caucus leaders and members of parliament on a formal andinformal basis;• Organize and conduct training seminars in Federation and BiHState parliaments.• Coordinate training seminars and consultations in cooperationwith Federation and Republika Srpska-based programs and BrckoDistrict program; and• Establish and maintain collaborative working relationshipswith other international community organizations working in theBiH, primarily the Office of the High Representative, and theCanadian Parliamentary Center (CPC) and the Organization forSecurity and Cooperation in Europe (OSCE).Administrative/Reporting• Monitor and measure parliamentary program performance,timing, and results;• Monitor and report to NDI-BiH team on parliamentarydevelopments and programmatic needs;• Draft monthly, written reports to the NDI-BiH countrydirector and NDI staff in Washington DC; and• Manage other logistical and administrative matters as needed.Qualifications• At least seven years experience working with legislativebodies (familiarity with parliamentary, multi-party systems ofgovernment preferred) plus a bachelor's degree from a four-yearcollege or university. Master's degree desirable. Additionalyears of relevant work experience may be substituted foreducational requirement on one-for-one basis;• Working experience or familiarity with constituency outreach,committee and caucus development, rules of procedure, and codesof conduct;• Proven ability to communicate skills and experience to othersas a trainer, advisor, or consultant;• Experience with conference/seminar organization andfacilitation;• Excellent staff management and interpersonal skills;• Ability to live and work in a challenging political andeconomic environment, with Balkans and/or post-conflictexperience preferred;• Strong oral and written communication skills;• High degree of computer skills;• Strong organization and initiative; and• Strong networking and program liaison skills.CommentsKnowledge of Bosnia-Hercegovina and the current politicalenvironment is helpful. The program officer will work with full-time national staff and will be supported by NDI-BiH and NDIWashington staff. This position reports to BiH Country Directorin Sarajevo.
